Background

The Government of Nepal is pursuing the paths towards total sanitation after the declaration of Nepal as open defecation free (ODF) on 30th September, 2019. Nepal was the first country in the South Asian sanitation landscape to declare as ODF country. However, after the declaration of ODF, the momentum of sanitation and hygiene has been lost due to many reasons including but not limited to an intensive and rigorous process of the state restructuring and the associated process, the shift of the priorities towards more infrastructure on the part of governments at different levels, low or less presence of the WASH agencies to back up and facilitate the sector. The Joint Monitoring Program (JMP 2022) has revealed that the slippage in the context of Nepal stands 7% and 8% for the urban and rural settings respectively. The CBS survey of Nepal (2021) has revealed 4.5% households without toilet facility. If the status is further zoomed in the context of Karnali, the slippage rate is seen higher than the national average.

The 15th plan of the government of Nepal (FY 2076/77-2080/81 BS, FY 2020/21-2024/25 AD) has the goal to ensure access to basic toilets for 99% of households. Further, the government re-commits to continue and increase the focus on Total Sanitation. In line with the SDG 6, Nepal’s goal is to attain 95% household access to improved toilets, while ensuring that ODF status is maintained in all communities. As the SDG deadline 2030 is less than a halfway from its start-up journey from 2016, the need to have coordinate and concerted efforts are essentially important. 

One of the success factors of ODF movement in the past was the capacity building and mobilization of the stakeholders at scale with uniform understanding followed by the implementation. As SUSWA's sanitation results are well aligned with the targets of the government of Nepal and that of the SDGs, the concerted efforts for building the capacity at scale will be made. This would require a training manual which is well elaborated and captures the key tools to be used to trigger the communities to ensure the construction and improvement of improved toilets. Simultaneously the training manual would require the procedures to comply for the development of the total sanitation targeted communities. As per the plan of the government of Nepal to accelerate total sanitation movement in the country, there are already many activities and plans the governments and WASH agencies have prepared for total sanitation. However, the effectiveness and results of the implementation of activities related to total sanitation have not been assessed or evaluated. Due to not having the standard training manual on total sanitation, the relevant sector agencies have been implementing the activities on their own. 

Karnali province pioneeringly lead the ODF movement during the ODF campaign and all the districts of Karnali were declared ODF June, 2018 nearly 1.5 years before Nepal was declared as ODF. It has already been 5 years since the districts from Karnali were declared as ODF. The local governments are with the lead of second tenure of the local representatives and currently many local governments in Karnali have put sanitation and hygiene as the key priorities and many local governments have decided to observe the current Nepali fiscal year as the year of sanitation. Understanding the needs to have the standard training manuals, SUSWA and UNICEF have developed the consensus to develop the training manual for total sanitation. A national consultant will be hired to develop the training manual. It is assumed the governments at all levels as well as the WASH agencies will be benefited from the training manual. This training manual will be developed in close coordination with DWSSM. 

Objectives

Following are the key objectives of the assignment.

  • Develop a training manual for total sanitation which include the triggering tools to be followed, legal and policy provisions, total sanitation indicators, community action plan which will be a strong aid for the sanitation practitioners to sensitize the communities. 
  • Organize the workshop/s with the WASH agencies to collect the inputs and feedback at provincial level and to share the documents at DWSSM to take in the inputs and feedbacks for the improvement of the manual. 
  • Fine tune and update the manual based on the inputs and feedback provided by the stakeholders from the workshop as well as the sharing. 

The manual should be aligned with the relevant action points of the 3rd Joint Sector Review (JSR) declaration, Sept. 2023 and focus to address the relevant outputs and activities.

Deliverables

The consultants will have to deliver the following deliverables. 

  • A short inception report within 3 days of signing the contract including the methodology, process, timeline to submit the draft and final deliverables. (In English language)
  • Draft training manual on total sanitation considering the relevant tools, manuals/ guidelines. (In Nepali Unicode)
  • Final training manual embedding the inputs and feedback from the sector stakeholders from local, provincial and federal level (specially the DWSSM). The training manual will consist 5 days training packages targeted to the WASH facilitator/ Social mobilizer, WASH units, Local governments, WASH agencies etc. (The training manual should be Nepali Unicode)

Eligibility Criteria/Qualifications of the Consultant

  • Master's degree in social studies, public health, water/ environment engineering or relevant discipline
  • 10 years+ Experience in WASH project management including the ODF campaign, sanitation and hygiene
  • Proven knowledge and skills on triggering tools
  • Innovative and creative in designing and improvising the triggering tools
  • Familiar with government WASH policies, WASH guidelines, plans, legal instruments and practices on sanitation, total sanitation
  • Proven experience in designing the training manuals, guidelines and tools

Expected Duration of the Assignment

The estimated duration of this assignment is 10 person days of national short-term consultant in October- November, 2023. The days can be extended based on the needs.
