We are seeking experienced Data Manager to assist with our team’s implementation of USAID/Nepal’s Learning for Development (L4Dev) Contract in Kathmandu, Nepal. The contract is anticipated to start in July 2022. The Data Manager is responsible for the day-to-day activities around the collection and management of program data generated by each of the Component teams. This position works in collaboration with the Systems and Data Specialist to implement processes and strategies around the collection, cleaning, coding, archiving, and dissemination of data generated under the program.

Requirements:

  • Communicate and coordinate with the with field research leaders while the team is in the field undertaking interviews/focus group discussions;
  • Log all material sent from the field and ensure that files are labeled according to protocol and stored in the appropriate folders for the study;
  • Development and execution of strategies related to the efficient collection, storage, and analysis of programmatic data;
  • Ensure that no files contain personally identifiable information regarding the interviewees and that all files contain required codes, metadata, and other required inputs as necessitated by the workplan;
  • Spot check collected notes and files for completeness and legibility and or audio quality;
  • Ensure that informed consent was recorded in notes and at the outset of each recording and logging responses;
  • Communicate as necessary about data problems through email or phone with field team leaders and the field staff if data/notes are unclear or seem incomplete, quality is poor, informed consent or other required information is missing, or any other issues exist;
  • Handle all communication with contracted transcription/translation companies and/or individuals, including ensuring that they understand and rigorously follow written transcription and translation procedures and adhere to other contractual obligations and limits;
  • Communicate on a timely basis to all service providers and ensure they are prepared to meet deadlines and data quality requirements;
  • Use pre-written scripts and tools to clean and code data according the activity’s data plan;
  • Manage the distribution of work assignments effectively, so that there is as close to continuous data processing as possible, without bottlenecks;
  • Receive and review completed work and returning work, as necessary for revision;
  • Follow-up on late or incomplete work; withdraw and reassign the work, if necessary, to another service provider/individual;
  • Log the outflow of data to the transcriber/translators and the inflow of completed transcripts and translations;
  • Transmit and update information systems and dashboards, which may include reporting on the total number of transcripts/translations completed, the total remaining to be completed, and the number of remaining interviews to do for each ongoing evaluation;
  • Assisting Component Leads, USAID, Implementing Partners, or other stakeholders with data management activities as requested;
  • Managing STTA data consultants as needed; and
  • Perform other administrative, logistic, and organizing responsibilities as assigned.

Qualifications:

  • Bachelor’s degree or higher in computer sciences, information technology, mathematics or another relevant technical field;
  • A minimum of three years of experience in IT database maintenance and administration, preferably in an international development environment;
  • Strong analytical skills, including a demonstrated ability to identify and define appropriate analyses to inform project designs and to synthesize multiple data sources and stakeholder viewpoints with the most recent development best practices;
  • Experience working with R, SPSS, STATA, and other statistical analysis programs preferred.
  • Outstanding attention to detail and excellent organizational skills;
  • Ability to function independently without supervision;
  • Excellent communication skills and well-developed interpersonal skills;
  • Ability to work independently, and as part of a team;
  • High level of proficiency in Microsoft Office applications; and
  • Excellent oral and written communications skills.
