Raleigh International Nepal (RIN) is a subsidiary of RIUK and has been working in Nepal since 2015. Our Country office is in Khumaltar, Lalitpur Nepal. We promote the role of young people in decision making and civil society, creating meaningful youth employment and enterprise, protecting vulnerable environments, and combating climate change, and ensuring Sustainable livelihood and the right to safe water and sanitation.

LOCATION: Kathmandu with the occasional need to travel in project locations.
SALARY: Based on Raleigh International Nepal Policy 
REPORTS TO: Country Director  (CD)

About the Role

RIN is seeking an inspirational leader, a strategic stakeholder manager and a program design and fundraising expert to be our new CPM. The CPM is a member of the RIN Senior Management Team (SMT) and the Raleigh International Global Leadership Team (GLT). They are responsible for the design, delivery, implementation and strategic management of Raleigh’s programs in Nepal. The CPM provides essential governance to Raleigh by acting as the focal person for Government engagement, partnership development and sectoral representation. The CPM will also work with the CD to drive strategy focused fundraising and donor engagement in Nepal as well as program design and proposal writing. The CPM will also lead and line manage a high-performing team of program implementation staff and provide day to day support and guidance to them as the implement Raleigh’s programs in Nepal. 

Roles Responsibilities 

The key responsibilities of the CPM can be placed under three specific headings and general duties and responsibilities which are as follows;

1. STAKEHOLDER ENGAGEMENT AND GOVERNANCE 

  • Lead representation of Raleigh International to the Government of Nepal and its various ministries and agencies. 
  • Ensure compliance with INGO Registration in Nepal by leading on General and Project Agreement (GA) and (PA) design, negotiation, reporting and compliance. 
  • Represent Raleigh and build positive relationships with Government Stakeholders.
  • In collaboration with the CD and other SMT, Develop and Implement RIN Country Strategy. 
  • Strategically engage, support and build the capacity of Raleigh’s NGO Project Partners. 
  • Represent RIN in the I/NGO sector in Nepal through being the focal person for Raleigh for AIN and other sectoral collaboration forums. 
  • In collaboration with the CD provide future-proofing for RI in Nepal to ensure Raleigh’s continued existence and legacy over the longer term. 
  • In collaboration with the SMT, manage risk, lead and govern the organization with a full commitment to safety, equity and in line with Raleigh values. 

2. PROGRAM DEVELOPMENT AND FUNDRAISING

  • In collaboration with CD, explore sources of funds for Raleigh’s programs in Nepal.
  • In collaboration with CD, engage with donors and their representatives in Nepal and elsewhere. 
  • Lead on all aspects of program development, design, development and proposal writing including creation of project narratives, logical frameworks and proposal budgets. 
  • Coordinate and collaborate with others in RI Globally for the development of programs.
  • Ensure the develop of programs which are legally implementable by Raleigh in Nepal and appropriate to Raleigh’s strategy and Nepali context. 

3. PROGRAM MANAGEMENT AND TEAM LEADERSHIP

  • Provide management and oversight to Raleigh’s projects in Nepal. 
  • Support and guide day-to-day implementation Raleigh’s projects in Nepal. 
  • Manage and defend the overall programs budget in Nepal and lead on programmatic budget setting in collaboration with other colleagues. 
  • Collaborate and act as counterpart to program management teams across Raleigh globally to ensure donor compliance and joined up working in global programs. 
  • Support and facilitate the programs coordinators and project officers to implement their assigned projects and programs effectively. 
  • Support and facilitate the MEAL Officer to deliver high quality Monitoring and Evaluation and Learning support for Raleigh. 
  • Inspire excellence and be a positive and effective leader for the RIN Programs team. 
  • Support and lead staff day to day including their career and professional development as well as wellbeing. 

4. OTHER GENERAL DUTIES AND RESPONSIBILITIES

  • Demonstrate commitment to safety, safeguarding, anti-corruption and a values-based approach. 
  • Participate in fair and transparent procurement and recruitment processes as required. 
  • Demonstrate leadership in use of Raleigh’s resources effectively. 
  • Provide expertise in the development of Raleigh’s Global Strategy
  • Engage effectively with Raleigh volunteers and young people in Raleigh programs. 
  • Demonstrate commitment to the enhancement of young people and youth-led programs and strategies. 
  • Communicate excellently with diverse colleagues.
  • Other tasks as assigned by CD.

Requirements 

POSITION REQUIREMENTS

  • A Masters Degree in Development, Social Science or other related discipline. 
  • 5+ Years of Professional Experience in similar roles with preference being given to similar INGO contexts. 
  • Demonstrable experience in positions being a manager of teams, people and programs. 
  • Demonstrable experience in Nepali Governance stakeholder engagement with preference being given to previous experience in facilitating INGOs to Nepali Government. 
  • Demonstrable experience in program design, proposal development and fundraising in a Nepali context. 
  • Fluent and outstanding Nepali and English written and oral communication skills. 
  • Demonstrable commitment and experience to working with young people and working in an inter-cultural context. 

Other Information

Holiday Entitlement

  • As per the RIN National Personnel Regulation, the holiday entitlement for full-time staff is 25 working days per year, plus 13 public holidays.

Office hours

  • Normal office hours are Monday to Friday, 9am - 5pm. Staff may be required to work longer hours at events and during busy periods, including weekends, but time can be claimed back using the Time Off In Lieu policy.

Any breach of Raleigh’s policy will be regarded as a serious matter and will be dealt with under our disciplinary procedure. In serious cases, it may be treated as gross misconduct leading to summary dismissal.
