ROLE PURPOSE:
Save the Children is the leading independent organization for children. We save children’s lives; we fight for their rights; we help them fulfill their potential. We work together, with our partners from civil societies and government, to inspire breakthroughs in the way the world treats children and to achieve immediate and lasting change in their lives. We reached approximately two million populations and invested over 35 million US dollars in 2014 to reach more children than ever before, through programs in Health, Nutrition, Education, Protection and Child Rights and Governance, Livelihood, HIV and AIDS, and Humanitarian crises.
The position holder will be responsible for developing and implementing partner organizations’ Capacity gaps assessment (technical and system improvement) and develop capacity building plans accordingly focusing on Emergency Response, coordinate with cluster Manager/regional Manager in order to improve the technical performance, compliance, system strengthening and organizational development functions. S/he will work closely with other key stakeholders in Ktm. office as well as sub-offices, e.g., Partnership Manager, Regional Program Manager, Coordinator - Partner Finance Monitoring, Sr. Manager –Grants, Finance Manager, etc. to strengthen partnership practices on strategic as well as functional areas. S/he will technically guide and supervise the Cluster Manager/Regional Manager in Field-offices.
SCOPE OF ROLE:
Reports to: Cluster/Regional Manager
Dimensions: Save the Children works in around 60districtsof Nepal and nationally in Bhutan with a current staff complement of approximately 500 staff. By 2015 June. SC has been spending almost 90% of its financial resources through partnership with NGO and government partnership, therefore, this position is a key one for partnership Capacity strengthening, monitoring and management. There has been selecting the local NGOs (new and existing) for emergency response program in earthquake affected area and other regular partners also are in need of capacity strengthening in program as well as organizational development, system strengthening. Hence it is supposed to support on capacity strengthening of new and existing partner under Cluster/Region alone with technical support to budget holder on various assessment, monitoring, follow-up etc on partner capacity strengthening.

KEY AREAS OF ACCOUNTABILITY:
Partnership Management
- Ensure partnership policies, procedures and provisions have been disseminate, applied and thecompliance of relevant policies are is taken care
- Constantly evaluate partners’ organizational system, assure polices plans are in line with the practices and implement correction plans in close working relationship with budget holders,
- Closely coordinate with CO Partnership teamfor partnership policy/procedure development and implementation issues,
- Updates and implements partnership orientation and training curriculum, applies and keeps track of the progress in various sector and OD in coordination with CO partnership team and financial monitoring manager for compliance issue,
- Evaluate the on-going risk areas of partner organization on Save the Children funding, assess them for risk mitigation and implement
- Documentation of various action plan and follow up improvement at least twice every year and documented properly
- Support sub-offices to ensure that partners are timely and properly implementing all audit findings relating to partnership,
- Coordinate with award, finance and program teams to consistently apply SCI global and CO policy/procedures in order to ensure donor compliance and adherence to SCI partner financial standards
- Organize various fora/meetings/workshop for partners to share their leanings and best practice in relation to the project achievements.
- Visits partners at least 50% every month and provide onsite coaching, mentoring, provide hands-on support and report to Cluster/Regional Manager
- Work closely with Cluster Coordinator/Regional Managers and budget holders on managing partnership related issue at Regional/district level and dealt with
- Provide support to regional colleges to f on partnership management
- Coordinate with CO partnership team to applied different tools and training module at regional/district and partners level
- Ensure the application of donor compliance in partner level
- Be part of various partner monitoring applied prescribed tools/checklist and ensure the evidencebased implementation
- Ensure and support to partner’s to update the partners profile in OPMIS
Capacity Building
- Develop and implement partner capacity building plans ; technical, non-technical, management and support system development, OD
- Identify/assess partnership capacity gaps and suggest proposed way forward to the technical team, Cluster/Regional Manager to place the mitigation measures,
- Closely coordinate with Cluster/Regional technical team, assess to align capacity building activities in line with program activities development
- Engage and facilitate on various capacity assessment and implementation of the plans,
- Engage on progress review against plan and support to budget holders on partner capacity strengthening in close coordination with Cluster/Regional Manager and technical experts
- Hold partners (government and NGO) accountable to deliver on their responsibilities - giving them the freedom to deliver in the best way they see fit, providing the necessary development to improve performance and applying appropriate consequences when results are not achieved
- Coaching, follow up and monitoring partner’s capacity building plan progress and achievements.
- Facilitate to develop strategic planning of partner’s organization
- Facilitate Organizational Capacity Assessment of partners

Qualification and Experience
- At least Bachelor's degree (Master’s preferred) in Social Science, management, or relevant field, or BBA with equivalent field experience
- Minimum 2 years working experience in related field; preference will be given to candidates with higher years of experience
- Strong experience of functioning and complexity of NGO partners and government of Nepal in NGO mobilization,
- Excellent knowledge on NGO management and capacity building on emergency response
- Good knowledge on NGO capacity strengthening especially on organizational system/ policy formulation, gap assessment and mitigation plan
- Very good command on accounting software and MS Excel.
- Strong command in English and Nepali language,
- Good command on training, facilitation and coaching,
- Willing to visit remote district areas, work with staff and educate Save the Children and partner staff,
