Position: Government and Private Sector Advisor on Trade Facilitation
Duty Station: Kathmandu

Responsibilities:

1. Technical Support and Advisory in the area of trade and trade facilitation

Support the definition of the workplan and the formation of project working groups during the inception phase of the project
Implement the planned activities in the agreed delivery modality, timeframe, and budget, contributing trade and trade facilitation expertise
Moderate technical workshops, public-private dialogues (PPDs), working group meetings, and similar events

2. Implementation in alignment and coordination with GP/ Alliance context

Support drafting quarterly activity plans with milestones.
Ensure consistency with delivery modality of Alliance projects: strong private sector involvement,time and cost reductions in trade, implementation of the trade facilitation agreement
Continuously report and coordinate with the project manager in Germany and project team in Nepal on the status and details of project implementation.
Organise workshops with customs, logistics providers, chambers, and MSMEs; ensure private sector perspectives inform reform design.
Manage relationships with relevant public and private actors of the programme including regular follow-ups
Support the coordination of international consultants and quality assure deliverables
Prepare technical ToRs; identify and steer national experts; quality assure deliverables.
Coordinate with bilateral/related projects in Nepal to leverage synergies and avoid overlaps.

3. Monitoring and knowledge management

Maintain an indicator register; support collection of baseline and periodic data; verify partner reports and evidence; upload to designated systems (e.g., DMS/Alliance M&E).
Contribute to periodic reports for steering and donors; Support in the certification process for business-friendly municipalities, aligning with national and provincial economic governance frameworks.

4. Finance monitoring and Procurement

Prepare activity budgets; contribute planning, spending forecasts, tracking expenditures against plans
Initiate procurement processes (goods/services) with admin/finance/service unit in accordance with GIZ rules; verify receipt of goods and services against contracts.

5. Policy dialogue and communication

Liaise with MoF, DoC and relevant line ministries; prepare inputs for policy notes, coordination meetings, and donor briefings.
Produce concise communication materials (factsheets, success stories) in coordination with communication focal points; ensure visibility rules of donors are respected.

Required Qualifications and Experience

Educational Qualifications:

Master’s degree in Economics, Commerce, Business administration, Social sciences or a related field.

Professional Experience:

At least 5 years of professional experience in a comparable position
Minimum of 2 years experience in project management
Demonstrated experience in trade/ trade facilitation related development projects
Experience in consulting, particularly with Nepali public institutions and the private sector
Proven track record in facilitating public-private dialogues
Experience in working with Department of Customs/ Ministry of Finance desirable
Excellent knowledge of computers, including MS Office (Word, Excel, Mail, and Power Point)
Field experience

Required Skills and Competencies

Excellent interpersonal, networking and communication skills to foster partnerships and stakeholder collaboration.
Strategic thinking with a demonstrated ability to provide critical analysis and strategic advice.
Ability to learn (technical trade facilitation topics) quickly, share knowledge effectively and apply lessons learned for project improvement.
Very good command of written and spoken English, fluency in Nepali
