Qualifications: 

The consultant(s) engaged for this assignment should be:

  • Familiar with the current provision of family planning services through public sector as well as public-private partnerships in Nepal 
  • Familiar with the structure and roles of persons within the MOHP, and IPs support family planning provision in Nepal 
  • Familiarity with basic accounting and/or financing systems
  • Prior experience with costing exercises for health services would be a plus


Job Description

The purpose of this consultancy agreement is to engage one or more local consultant(s) to collect information from representatives of the Ministry of Health and Populations (MOHP) and Implementing Partners (IPs) who are supporting the provision of family planning services according to select high-impact practices (HIPs).  There are two parts to this assignment which may or may not be fulfilled by a single consultant.  

In Part 1, the goal is to document what indicators of performance (services provided, quality of care, and/or outcomes) that are being collected, how they are being collected, and where this information is archived (including format).  The consultant will be provided with an indicator template and interview guide to assist in these efforts. (max 15 days) 

In Part 2, the consultant will be asked to liaise with the MOHP and IPs to 1) document the process used to implement one or more HIPs, 2) use the results from Part 1 as well as other information to document the scale at which one or more HIPs is being implemented in the country (as well as quality of that implementation if possible), and 3) with the support of FHI 360 HQ staff undertake data collection to document the resources used to support implementation and provision of HIP services. (max 40 days)
