USAID’s Strengthening Systems for Better Health (SSBH) Activity is a 6-year project aimed at improving health outcomes in Nepal, particularly for the most marginalized and disadvantaged groups in the country. SSBH supports the Government of Nepal’s efforts to expand access to and use of quality maternal, newborn and child health and family planning services, with a specific focus on newborn care and is designed to achieve three major outcomes:

(i) improving access to and utilization of equitable healthcare services,
(ii) improving the quality of 
health services at facility and community levels and
(iii) improving health systems governance, within the context 
of federalism.

The project is implemented in close collaboration with the Ministry of Health and Population at federal level and with provincial and municipal governments, health facilities and other key health sector stakeholders at sub-national levels.

Consultant for Data Management, Analysis, and Report Writing for Documenting Contribution to Improvement in Health Governance at Local Level

Purpose of the assignment 

Recently, the Activity undertook an internal reflection exercise for in-depth understanding of progress made in strengthening local health governance, illuminating local leaders and officials’ perspectives on management and accountability, and documenting challenges and ways forward. As a first phase of the exercise, the Activity’s staff interviewed 72 municipal officials and health staff across 22 municipalities of its working areas. These interviews were taken using an open-ended structured guideline and each interview has been recorded. As a next step, there will be in-depth analysis of the data collected from the field and producing a report (and learning briefs) based on the findings. 

To embark on this task, the Activity seeks qualified consultant with proven experience in translation, transcription, analysis, and report writing using qualitative data (interview data). The incumbent will be working on two tasks: 1) translation and transcription of interview recordings and 2) analysis/interpretation of the translated data and complete report writing based on the analysis. Activity’s Monitoring, Evaluation and Learning (MEL) Director including Research and Knowledge Management Specialist will oversee the work of the consultants. Also, MEL team together will be engaged regularly with the consultants to discuss, consult, and provide inputs, as necessary.

Specific tasks for the consultants are as follows:

Task 1: Translation and Transcription of Interview Recordings

  1. For this task, the consultant will translate and transcribe the interview recordings. Following are the specific activities to be fulfilled by the consultants for Task 1: 
  2. Meet with the MEL team to collect the interview recordings and agree on the translation/transcription process
  3. Translate the interviews (from Nepali to English) directly from the recordings and prepare transcripts
  4. Share the transcripts on regular basis to the MEL team (as agreed in the first meeting) and address feedback, if any

Task 2: Analysis and Report Writing

  1. The consultant will use the transcripts of interviews and undertake analysis of the data. He/She will also prepare a report using the results in close coordination with the MEL team. Following are the specific activities to be fulfilled by the consultants for Task 2:
  2. Review the concept note of the internal reflection exercise, meet/discuss on the expectations (including other details) with the MEL team
  3. Prepare an analysis, and report writing plan and submit it to the MEL team
  4. Review the transcripts and initiate the coding process as they are prepared by the Task 1 consultants. Refer to the consultants if necessary.
  5. Undertake the analysis per the plan and share preliminary findings and interpretation with the MEL team
  6. Prepare the report and share it with MEL team for review and feedback
  7. Finalize the report addressing feedback and inputs from MEL team

Reporting and Deliverables 

The Consultant shall prepare and submit the following deliverables to SSBH on an agreed-on schedule. In accordance with the contractual arrangement, payments will be made on submission of deliverables, technical sign-off by the MEL Director, and approval from the SSBH Chief of Party. 

Task 1: Translation and Transcription

Task 2: Data Analysis and Report Writing

  • Translated (in English) interview transcripts (approximately 30% of the total interviews)
  • Logbook of translated interviews
  • Data analysis and report writing plan
  • Codebook with coded interview transcripts (Excel or Qualitative Interview specific software files)
  • Draft report followed by final report addressing comments/feedback/suggestion from the Activity team
  •  Technical/Learning brief (2-4 pager)

Duration

The total working days for Task 1 is 12 days whereas for Task 2 is 23 days totaling to 35 days; further breakdown is provided below. 

Task 1: Translation and Transcription

Task 2: Data Analysis and Report Writing

  • Translation and transcription: 12 working days
  • Data Analysis and interpretation: 10 working days
  • Report writing and preparing learning brief: 7 working days
  •  Finalization of report and learning brief: 3 working days

This assignment should be completed within September 15, 2022.  

Requirements: 

  • Minimum of a Master’s degree in Public Health or social sciences.
  • At least 2 years of experience in relevant field.
  • Proven experience in conducting, analyzing and interpretating qualitative research findings (specifically key informant interviews).  
  • Good understanding of local level health system of Nepal. 
  • Proficient in using qualitative data analysis software such as Atlas.ti, NVivo, MAXQDA (preferable).
  • Excellent interpersonal and communication skills, including fluent Nepali language. 
  • Excellent report writing skills on findings from the assessment, including English and Nepali. 
  • Highly organized with an ability to work in teams.
