1. Context and Background

Habitat for Humanity Nepal (Habitat Nepal) as part of Habitat for Humanity International network, is a non-governmental organization that has been in operation for 24 years in Nepal. HFHN has worked to fulfil a vision “where everyone has a decent place to live” serving the most vulnerable people through the provision and promotion of decent housing, water & sanitation, housing microfinance, and advocacy on land & housing rights with emphasis on gender equality and social inclusion. 

Habitat Nepal has been responding to various disasters in Nepal through its expertise in shelter programming through its pathways to permanence approach supporting families affected from emergency response to recovery. with various shelter programming interventions. The government of Nepal officialized cash-based assistance soon after the earthquake of 2015 where cash support was provided to the affected families during relief, recovery, and reconstruction of homes. Since then, Cash-based interventions have been growing significantly in Nepal by various agencies and is widely accepted by the affected population, community, and local governments.  

As cash interventions remain a priority in Nepal and in the region, Habitat Nepal, due to its limited capacity in this sector, is seeking to strengthen its knowledge of its staff and partners to roll out cash-based support in their shelter and housing programming initiatives.

The cash-based assistance training is being delivered with the intention to build capacity on cash support for Habitat staff, partners, and local government agencies in Nepal to strengthen their knowledge and understanding of cash delivery mechanisms. 

This training will help participants increase knowledge on the importance of cash-based supports, various types of cash transfers mechanisms, key issues, challenges, risks of cash deliveries in different situations, and the mitigative measures to ensure that cash transfer programs are delivered effectively. The training will guide the participants in making decisions in their shelter and housing programs. 

The training will also consist of DR3 focal points from Cambodia, Vietnam, Indonesia, and The Philippines as observers during training. Similar training will be replicated by them in their respective countries with the knowledge gained from their observations from Nepal training. Since this training will be conducted in Nepali, the need to recruit a national consultant for simultaneous interpretation for the visitors would be required.  

2. Scope of the Study 

2.1 Objective

Simultaneous Interpretation of three-day cash-based assistance training in Nepal on 3/4th week of May 2022. 

2.2 Scope of Work:  Arrange necessary equipment and interpreters for the interpretation from Nepali to English language interpretation during the 3 days cash-based assistance training. 

  • Required equipment for 5 to 7 participants during interpretation -Set (1)
  • Nepali to English interpretation for 3 days cash-based assistance training 

2.3 Methodological approach and design 

  • The consultant will be required to go through the 3 days cash-based assistance training manual developed by Habitat for Humanity Nepal. 
  • Consulting firm/individual must set and test the required equipment for 5 to 7 international participants before 3 days of training. 
  • Nepali to English interpreter for 3 days on cash-based assistance training.  

3. Risks Management, Ethical Protocols and Quality Assurance

3.1 Risk Management: Bidders should submit a risk management plan covering:

  • Estimates of the level of risk and the assumptions underpinning the successful completion of the proposals submitted and the anticipated challenges that might be faced.
  • Proposed contingency plans that the bidder will put in place to mitigate against any occurrence of each of the identified risks.
  • Health and safety issues and measures against health and other hazards.  

3.2 Ethical Protocols: This event must consider the safety of participants in cash-based assistant training stages and during interpretation.

Throughout the assignment engagement, the consultants are expected to adhere to HFHN Code of Conduct including the Safeguarding Policy, ensuring that all measures are taken to protect the rights, safety, and welfare of the individuals and communities involved. 

3.3 Quality Assurance Plan: Please submit a quality assurance plan that sets out the systems and processes for quality assuring the interpretation process and deliverables from start to finish of the training. This plan should include the proposed approaches to:

  • Understanding of Cash-based assistance.
  • Assurance and quality of equipment and system will install at the training venue. 
  • Quality Nepali to English interpretation during the 3 days training. 

4. Target audience of the interpretation  

5 to 7 international participants. 

5. Timeline and output

The equipment and system will be installed just before the training for 3 days and Nepali to English interpretation for three days training.  

The equipment and system must be installed and tested before the training in training venue, interpretation of the training for 3 days in 3/4th week of May 2022 and the completion report must be submitted before 4th week of May 2022.

The allocated budget will be paid in two phases as given below:

6. Management and governance

The consultant will be expected to install all the required equipment for interpretation before training for 3 days and ensure quality Nepali to English interpretation during the training. 

7.  Expertise required and minimum qualification 

  • The proposed consultant/firm should include the basic knowledge on cash-based assistance and technical expertise on operating equipment required and Nepali to English interpretation. 
  • Submit their Technical and Financial Proposal including testimonials/certificates.
  • Names and CVs of team members proposed, highlighting their experience relevant to this consultancy and their roles 
  • Financial proposal with details of all relevant costs 
  • For consultant firm-submit VAT/PAN document, company registration document and latest tax clearance document-2077/2078.
