Role Purpose

The Consortium Monitoring, Evaluation, Accountability & Learning (MEAL) Coordinator is responsible in developing the Consortium monitoring and evaluation tools, by harmonizing the systems used by the Consortium partners (SC, PI, WV) as well as utilising and adapting the tools developed at the regional level by Save the Children in liaison with the Global Alliance for DRR in the Education Sector (GADRRES). S/he will be responsible for the implementation of Result 3 of the Action: “Impact evidence and research is generated for the scale-up of DRR mainstreaming in the education system in Nepal” and will lead on the impact collection and best practices to produce evidence for further replication and scale-up of the activities. S/he will be expected to collaborate strongly with the Consortium partners MEAL teams both at central and district level, and when required the post holder will be expected to mentor and/or capacity building of existing PNGO staffs and regional MEAL teams. The MEAL coordinator will also liaise with other relevant external stakeholders including the Nepal Risk Reduction Consortium (NRRC), the Flagship Programmes (especially 1, 2 and 4) as well as regional and global colleagues working on MEAL on school safety activities.

Term and Location: Fixed term position based in Kathmandu

Required Qualification: Bachelor's degree (Masters preferred) in any Social Science with at least 3 years of experience in monitoring and evaluation and/or research preferably at INGOs

Key Areas of Accountability

  • To lead on the development of a Common MEAL Framework for the Consortium and all related tools.
  • Lead the process of gathering information for the baseline and endline survey collected from the field by other relevant consortium staff.
  • Support the consortium in establishing effective monitoring tools to capture evidence and impact (advocacy monitoring, most significant change etc).
  • Collect case studies that are simple and easy to communicate to internal and external stakeholders.
  • Responsible for the supervision and implementation of Result 3 of the action :” Impact evidence and research is generated for the scale-up of DRR mainstreaming in the education system in Nepal” under the overall leadership of the Consortium Coordinator in strong coordination with relevant Consortium partners staff, Steering Committee, and any other relevant stakeholders.
  • To provide support to thematic coordinators in the regions in managing M&E routine work (data collection on indicators as committed in result frame).
  • To coordinate and consolidate the end of project evaluation studies / impact studies / evidence for further replication of the project.
  • To build capacity of Consortium partners MEAL staffs in the regions and of the implementing partner organisations as required. The responsibility for implementation of MEAL however will be the responsibility of each consortium partner.
  • To maintain close coordination with MEAL section of the Consortium partners on routine M&E, and feed into their system any relevant information.
  • To implement and manage MEAL tools for this Action all the way to field level including collating, compiling, analyzing program learning and subsequent reporting required.
  • To develop, implement and manage Accountability to Beneficiaries mechanism by introducing such tool which facilitates beneficiaries to register timely complaints and give them access to share their feedback on the Action.
  • To organize learning events and workshops to document lessons learnt, good practices and areas of improvement as required and agreed with the consortium and other external partners.
  • To technically backstop other MEAL team members in prioritizing monitoring visits, generating monitoring reports, conducting debrief sessions and adjust the MEAL framework as deemed necessary. The production of MEAL reports will however be the responsibility of the partner organisation.
  • To ensure effective management of data on Complaint and Response, Monitoring Action Plan Tracker and other related MEAL tools.
  • Review program periodic progress reports produced by budget holders and give inputs based on project result framework.
  • Conduct training and awareness raising activities for operations and programme technical staff of all Consortium partners at field level regarding MEAL priorities and quality standards.
  • Any other tasks given by the line manager.

Knowledge, Skills and Experience

  • Understanding of ECHO funded actions desirable
  • Training/capacity building skills
  • Familiar with development and or DRR context of Nepal or other similar countries/regions
  • Willingness to travel to field locations if required
  • Ability to work in a team with flexibility to undertake challenging task and adapt to different working conditions.
  • Fluent in English and Nepali (oral & written)
