Role Purpose:
Save the Children leads the Child-Centred Disaster Risk Reduction (CC-DRR) Consortium consisting of Save the Children, Plan International and World Vision, with UNICEF and UN-Habitat as strategic partners. The consortium is about to implement an 18 month project under the current DIPECHO VIII action plan for South Asia, co-funded by European Commission Humanitarian Aid and Civil Protection (DG ECHO) with a focus on school safety in Nepal by operationalizing the Comprehensive School Safety Framework (CSSF).
The aim of the project is to increase the resilience of children, communities as well as the government education and disaster management systems in Nepal to be better prepared for and able to respond to natural hazards. This will be done through the development of common models and tools for the education sector that are developed in partnership with key education and disaster management actors in Nepal and especially with the Ministry of Education and Department of Education to secure their buy-in and ownership. The key is to align tools and approaches to ensure that DRM is integrated into the education system as well as connected to Community Based Disaster Risk Management (CBDRM) and Annual Development Planning (ADP) processes and structures in Nepal. The CC-DRR consortium will work intensively at the national level in coordination with the Nepal Risk Reduction Consortium (NRRC) and Flagships 1, 2 and 4. It will also demonstrate the implementation of the model approach in six focus districts across three regions in 60 schools and communities in partnership with sub-national education authorities and community based organisations and school management committees (SMCs). As advocacy represents and important element of this project, a Consortium Advocacy Manager, leading the process for all partners has been envisaged.
The Consortium Monitoring, Evaluation, Accountability & Learning (MEAL) Coordinator will be responsible to develop the Consortium monitoring and evaluation tools, by harmonizing the systems used by the Consortium partners (SC, PI, WV) as well as utilising and adapting the tools developed at the regional level by Save the Children in liaison with the Global Alliance for DRR in the Education Sector (GADRRES). S/he will be responsible for the implementation of Result 3 of the Action: “Impact evidence and research is generated for the scale-up of DRR mainstreaming in the education system in Nepal” and will lead on the impact collection and best practices to produce evidence for further replication and scale-up of the activities. S/He will be expected to collaborate strongly with the Consortium partners MEAL teams both at central and district level, and when required the post holder will be expected to mentor and/or capacity building of existing PNGO staffs and regional MEAL teams. The MEAL coordinator will also liaise with other relevant external stakeholders including the Nepal Risk Reduction Consortium (NRRC), the Flagship Programmes (especially 1, 2 and 4) as well as regional and global colleagues working on MEAL on school safety activities.
