Position Title: Cluster Support Engineering Officer
Duty Station: Lumbini and Karnali Provinces
Duration: The position is expected to be continued till four months from December 2025 to March 2026.

Overall:

The cluster support engineering officer will be responsible for working closely with Local Governments (LGs) and other local level stakeholders. The officer will be responsible for the construction supervision and monitoring, capacity building and other technical support, such as for the preparation of detailed project reports, for quality assurance and quality checks to ensure the delivery of quality works including identification and designing and budgeting climate resilient infrastructure, to fulfill the of LISP implementation in all aspects. The officer must be based at the infrastructure scheme site and regularly report to the Cluster Lead Engineer, Provincial Coordinator/Infrastructure Lead, and Infrastructure Lead. The officer will also be responsible to work in close coordination, and collaboration with the local government/ stakeholders and within the LISP TA team as well as be responsible for identifying and sharing project risks with mitigations measures and lessons learnt to support the strengthening of governance systems and the Innovation, Evidence and Learning component of the LISP TA.

Specific Tasks

Provide technical support to LGs in the project selection and budgeting process, conducting pre/feasibility surveys, detailed engineering surveys, designing, cost estimate preparation, contract packaging (User Committees (UC) or contractors), procurement, and evaluation and awarding of contracts to UCs or contractors.
Provide technical guidance to LGs to ensure that all projects consider and incorporate, (whereappropriate) climate-resilient and GEDSI elements throughout the process from initial selection through to operation and maintenance of the infrastructure. This will require collaboration with LGs, community groups and UCs to promote and execute climate resilience and Disaster Risk Reduction (DRR) infrastructure projects. In addition, ensure that, where possible, all infrastructure projects are designed and built incorporating nature-based and GEDSI solutions, and the infrastructure meets the needs of local community people including accessibility and affordability.
Support LGs in the progress monitoring (per timelines and milestones) and supervision of ongoing construction works to ensure materials quality and workmanship meet the required standards, there is full compliance of the status and use of health and safety standards during construction, including the used of Personal Protective Equipment (PPE), health and safety meaures (e.g. first aid kits).
Ensure the ongoing construction activities adhere to the climate-resilient and DRR design specifications and relevant codes.
Explore and modify/ revisit existing infrastructure to address any omitted climate-resilient features, such as adding and constructing flood barriers, improving drainage systems, or nature-based solutions, etc., to address climate-resilient infrastructure if the initial design of the infrastructure lack climate resilience and DRR considerations.
Support LGs to maintain and report detailed records of ongoing construction activities with documentary evidence such field visit reports, geo-referenced photographs, and updates on the project's status.
Establish and maintain good relationships and coordination with the LG officials, stakeholders and within the LISP TA team.
Act as the primary point of contact for the LG concerned, ensuring effective communications and close coordination throughout the project period.
Provide guidance and support to intern engineers for their professional development in various areas, including project selection and prioritization processes, monitoring and supervision, quality assurance and quality control mechanisms, and worker health and safety and in conducting pre/ feasibility surveys, detailed engineering surveys, designs and estimations, contract packaging, the procurement process; and in construction monitoring.
Other responsibilities as per the programme work plans and as directed by the Provincial Coordinator/ Infrastructure Manager.

Qualifications and Experience:

Civil engineer at Diploma level with minimum 8 years of professional experience, or Bachelors' degree with minimum 5 years of professional experience.
Experience in the use of the Government of Nepal (7 step) annual planning and budgeting process
Excellent coordination and communication abilities, with experience working alongside government officials and stakeholders
Preference will be given to candidates with prior experience in the pilot and transition phases of LISP, or the Nepal Climate Change Support Programme (NCCSP).
Preference will be given to candidates who are resident in the two provinces.
Willingness to be located in remote Municipalities
Agreement to mobilise within one week of contract signature.
