BRIEF POSITION DESCRIPTION
The overall aim of the Child Protection Officer will be to assess, design and guide staff mainly partner’s staff to initiate interventions to address violations of children’s rights to protection from abuse, exploitation, violence and neglect.

The Child Protection Officer will be expected to support to Project Coordinator for managing the child protection component of DEC-II project. This includes sectoral assessment, project planning, implementation, monitoring, coordination, and procurement support usually at a district level. In most circumstances, the post holder will be expected to mentor and/or capacity building of partner’s staff including government stakeholders. Beside this, this position will represent Save the children at district level in child protection sector.


MAIN RESPONSIBILITIES
Programme Support (typically will be at field level):

  1. Support the Programme Coordinator
  2. Child Protection in supervising and supporting partners in the planning, implementation and monitoring of child protection regular activities that may include:
  • Prepare and oversee project implementation (for example, monitoring against log frames, individual performance management work plans) to ensure timely delivery of project activities;
  • Support to the psychosocial (physical, social, emotional) wellbeing of children and their families.
  • Emergency family tracing interventions and alternative are options for unaccompanied and separated children, utilising tools within the Inter-Agency Child Protection Information Management System 
  • Prevention and response to sexual exploitation and abuse (SEA) and gender-based violence (GBV) 
  • Prevention and response to the main risks for children’s exposure to physical harm 
  • Prevention and response to all forms of exploitation including harmful child labour and child trafficking 
  • Capacity building of community based child protection system- particularly work closely with VCPC members and caregivers to engage regularly in activities as per the child protection programme
  • Conducting regular field visits and regular meetings with the partner officers and caseworkers, and with local authorities ensuring that child protection activities are provided in a quality manner and those children in need of further support are referred to appropriate services
  • Identifying training needs among key partner staff and frontline workers in coordination with partners
  • Investing in building positive relationships with the communities, local authorities mainly District Child Welfare Board (DCWB), Women and Children Office, District Police Office along with district based key stakeholders and raising awareness of our work 
  • Ensuring that partners are regularly visiting the program sites and supporting frontline workers such as facilitators and caseworkers
  • Ensuring that partners are submitting regularly and timely reports about child protection activities and keeping records as per means of verification of implemented activities
  • Preparing request documentation, coordinating the logistic units.
  • With support from the Child Protection Coordinator and/or other senior programme staff, prepare timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
  • Work closely with the partner’s staff and with SC MEAL person at the field level in order to assure that information is collected and regularly updated against logical framework indicators
  • Work closely with other sectors especially Food Security Livelihood, Education, Wash to ensure a CP is mainstreamed 
  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Minimum Standards for Child Protection in Humanitarian Settings, the Sphere Charter and Red Cross Code of Conduct.

General:

  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

 

QUALIFICATIONS & EXPERIENCE

  • Bachelors’ Degree in Law/Sociology/Development Studies or related discipline(s) with 3 years* (2 years for applicants from GSI group*) of relevant work experience 
  • Ability to identify the main gaps in child protection in the given context to inform a holistic response for children.
  • Knowledge of established inter-agency standards and guidelines in child protection
  • Experience in training and capacity building, particularly in strengthening various duty bearers’ response to child protection and on child protection issues in emergency context.
  • Experience of and commitment to working through systems of community participation and accountability
