Relief Nepal is a non-profit making, non-governmental, non-political, social development organization of Sindhuli district. It was established in 2008 AD with the core objective of vulnerable and marginalized people especially women, children, youth and people living with marginalized condition are empowerment and participated in decision process about the issue affecting their livelihood. It has successfully implemented Livelihood, Child Rights, WASH, Education and DRR projects in five districts. In partnership with World Vision International Nepal (WVIN), Relief Nepal is implementing Integrated Protection Community Engagement and Sponsorship Plan (P-CESP) in Tinpatan, Golanjor and Phikkal Rural Municipality of Sindhuli district. Position Description:

Child Friendly Local Governance is one of the major advocacy initiative and priority of WVI Nepal. Nepal Government also has taken major sector for child rights promotion through the Local Governance Promotion. CFLG Promotion Officer will be based in the Local Government and will facilitate Local Government for implementation CFLG related interventions and policy influence to ensure that children are loved, protected and empowered and that the communities contribute towards child wellbeing outcomes. The position will facilitate strong community and partner engagement and ownership of child sponsorship; develop children leading community that promote children’s participation and well-being; foster meaningful relationships and communication between children with community and Government. 

This position is short term for 3/4 month for promotion of CFLG along with CPMR (LLCA, action plan and R&R mechanism strengthen) which is the part of CFLG Promotion. Along with this, the incumbent requires to integrate with other sectors NRL- Promotion of Nutrition Friendly Local Governance and cross cutting themes to yield broader impact more effectively and efficiently.  

Major Responsibilities

  • Facilitate regular meeting of CFLG committee/CRC for updating their actions and develop action plan of CFLG promotion. 
  • Conduct meeting with sectoral department of Local Government for identifying their CFLG 51 indicators status and areas of gaps with proper documentation 
  • Prepare and ensure all LGs/schools have child friendly code of conduct and its effective uses 
  • Ensure execution of CPMR- LLCA action plan developed and R&R strengthen at Local level with Coordination district policy/NCRC and other relevant stakeholders.
  • Support, mobilize and monitor the community level CP activities with the community level stakeholders like ward office, ward mechanism, child club, life skills clubs and school, and parents 

Competencies:

1. Academic Qualification and Experience: 

  • Bachelor’s degree in any relevant field with more than 2-year experience in child protection and CFLG. [Essentials]
  • Sound knowledge on MS office package, reporting, documentation

2. Sector Knowledge: 

  • Understanding of poverty issues, development theories and sustainable development practices and knowledge on child rights  
  • Strong understanding of community dynamics with skills to communicate and build rapport with children and community
  • Good translation skills both English to Nepali and vice versa [Preferred]
  • Strong coordination skills with local level stakeholders (Parents, school management committee, child clubs, health institutions, M/Rural municipality, wards, cooperatives and various community groups) 
  • Latest technology friendly (Use of Smart phones, digital cameras, tablets)
  • Computer and Technology literacy; Good computer skills including Word and Excel [preferred]
  • Strategic alignment 
  • Knowledge around CP and CFLG mechanism at the local level

4. Relationship Management:

  • Local Government based working abilities and adaptability required 
  • Regular coordinate with elected representatives and create working environment for CFLG promotion at LGs

6. Child and adult safeguarding and sponsorship business

  • Manage all the working environment in the office and working areas are child and adult sensitive
  • Guide the team and organization in managing protection related matters appropriately 
  • Support the organization in complying with all child and adult safe guarding policies, requirements and audits
  • Manage all the sponsorship businesses as per the protocols and guidance provided by WVIN
  • Registered children participation are well reflected in the provided reporting platforms
  • Ensure operationalization of World Vision’s Child Sponsorship standards, Development Project Standards and sponsorship integration in all phases of programming
