Time Bound Contract - Six months to One year
- Provide critical expertise to design and implement Cash Based Programme models (procedures, processes, etc.) and expand this knowledge across the response areas and gained knowledge will be shared to partners and other INGO.
- Lead the facilitation of the Cash program design in coordination with other sector sectors like Education, Child Health and nutrition, child protection, Resilience and Food Security.
- Develop partnerships and create agreements with financial service and mobile network providers in the Philippines where the context can effectively support cash-based programming / cash and e-transfers.
- Document existing cash programming efforts, publish internally and externally, and participate in forums/consortiums to increase awareness of World Vision as a key player in the response.
- Participate in the Cash Working Group and liaise with other partners and government to ensure that all programming meets the approved guidelines in the country
Minimum Qualifications and Experience
- Master’s Degree in International Development, or other relevant field with at least 7 years’ experience in relevant field in emergency context
- Good knowledge of, and expertise in, CBP and poverty dynamics, issues, and contributing factors
- Understanding of fundamental R&D processes leading to project model development
- Understanding of strategy implementation and organisational change processes
- Excellent written and verbal communication skills
- Proficiency in computer & online tools including Microsoft Office, Lotus Notes (or similar software), email, internet
- Demonstrated inter-personal and negotiation skills
- Demonstrated problem-solving and analytical skills, relevant for tasks related to research and strategy development
- Experience working on urban development, planning or technology in humanitarian action
- Experience in an advisory or management position
- Experience in supporting practitioner learning and competency development in a technical or issue-based field
- Experience with strategy development & implementation processes
- Experience with applied research relevant to CBP development issues
- Demonstrated experience in program or project design, implementation, monitoring, evaluation and reporting.
- Experience in working in Asia Pacific countries
