ROLE PURPOSE
The Assessment Officer will play a critical role in assuring the quality of needs assessment processes through effective quantitative and qualitative data collection, in close consultation with Nepal Country Program, MEAL team and Technical Advisors (TAs).

SCOPE OF ROLE

  Deputy Team Leader (DTL)
Reporting to position:    None
Budget Responsibility:    None

KEY AREAS OF ACCOUNTABILITY

  • To support DTL-PDQ multi-sectoral assessment for ongoing Nepal Earthquake Response
  • To support the Country Office MEAL team with ongoing need assessment (for specific or multi-sectoral processes)
  • To ensure effective use of SC tools (qualitative and quantitative) for the assessment process
  • To facilitate/conduct online (using tablet) and offline (paper based) data collection
  • To provide supervision/mentoring to the field staff (field enumerator and Supervisors)
  • To conduct quantitative survey using structured questionnaire and qualitative study using focused group discussion (FGDs), key informant interviews (KII), direct observation, and case studies
  • To conduct children consultation using child friendly tools (body mapping/H-assessment/expressive drawing)
  • To sensitize gender and social inclusion (GESI) in all assessments and ensure ethical data collection and data protection policies are adhered to
  • To update, clean verify data sets for analysis
  • To support the MEAL team and TAs in data analysis including quantitative data using SPPSS/STATA/Excel and qualitative data using Atlas Ti/NVIVO
  • To monitor the field work for the assessment and ensure child safeguarding policies are followed and reported properly
  • To participate in multi-agency needs assessment processes as required
  • Any other relevant tasks given by line manager

QUALIFICATION AND EXPERIENCE

Essential: 

  • Bachelor's degree in any discipline preferably in Social Science with Research as the major subject
  • At least 1 year of working experience in monitoring and evaluation and/or research preferably at INGOs
  • A demonstrable understanding of data quality assurance methodologies including data protection and ethical data collection
  • Strong analytical and research skills
  • Good presentation skills
  • Excellent writing and documentation skills
  • Expertise in data bases, MS Office and other analysis software such as SPSS/STATA/Excel and qualitative data management tools such as Atlas Ti/NVIVO
  • Ability to work under pressure and adjust to difficult living and working condition
  • Strong interpersonal a communication and negotiation skills

Desirable:    

  • Previous experiencing using child-focused data collection methodologies
  • Good stress management skills
  • Knowledge of local language will be an added advantage
  • Strong facilitating skills and use of participatory approaches
