Required Qualifications and Criteria: Bachelor's degree or equivalent, preferably in Management, specialized in Accounting or Finance with at least 3 years of working experience in foreign aided development projects. Age should not exceed 45 years as of February 4, 2015.​

Preferred Knowledge and Skills: He/she should have knowledge on accounting procedure of Government of Nepal and Foreign Donor Agencies. The position holder should have prior experience in budget formulation, procurement of goods and services and have proficiency in computer based accounting system. 

Duties and Responsibilities:

• Ensure all accounts are kept in accordance with accounting principles advocated in PAF Act, Rules and Sub-rules.
• Ensure timely release of budgets
• Prepare periodic statement of accounts including audited and un-audited financial statements
• Prepare IPR reports and Status report.
• Prepare various report and Provide Various Financial Information to management, GoN officials, donor agency and Internal & External different Stakeholder
• Prepare withdrawal applications and maintain their records
• Maintain Grantwise Expenditure Status
• Ensure proper documentation of finance related documents
• Complain Handling for issues relating to Fund disbursement
• Ensure the timely fund disbursement to Partner Organisation and Community Organisation
• Maintain database to track payments and maintain documents of all payments
• Supervise Account Assistant I and Account Assistant II in day to day work
• Facilitate during the process of internal & external audit of PAF
• Carry out Job of Finance Officer 2 in his/her absence
• Any other assignments as given by Deputy Executive Director and Chief, Admin & Finance Division
• Report periodically the performance of the finance unit and learnings to the chief of division
• Carry out the necessary functions assigned to Finance officer – II in the absence of Finance officer – II in the office
• Other activities as assigned by the division chief
