SAPPROS Nepal is a national level non-governmental organization (NGO) established in August 1991. It is amongst the well recognized NGOs in Nepal. SAPPROS envisions a poverty-free Nepal where people engage themselves in innovative initiatives without having to worry about the basic livelihood matters. It works to improve the lives of small farmers and other disadvantaged communities by providing them opportunities for their socio-economic empowerment.

It has implemented development activities in 52 districts in the past 26 years and is currently working in 24 districts of the country. SAPPROS builds people’s organizations, mobilizes local resources, and promotes participatory planning and processes at the grassroots level. SAPPROS has reached more than 413,800 households through various activities. These range from literacy to saving mobilization, income generation, and provision of drinking water supply. It has promoted different types of self-help groups, user groups, local NGOs, and saving and credit co-operatives.

SAPPROS has made remarkable achievements in rural segments of the nation serving more than 3 million poor people, utilizing close to NRs. 1.75 billion to deliver remarkable results.

PROGRAM/DEPARTMENT SUMMARY:

Mercy Corps Nepal as the prime organization, has been implementing a five year program ‐“Promoting Agriculture, Health and Alternative Livelihood” (PAHAL) funded by USAID. PAHAL seeks to strengthen livelihoods, improve nutritional status and increase the capacity of vulnerable households to mitigate, adapt to and recover from shocks and stresses in communities with deep poverty and high rates of malnutrition in critical zones of the Mid‐Western and Far‐Western Regions of Nepal. The goal of the PAHAL program is: Vulnerable populations in the middle and high hills of Far Western and Mid‐Western Nepal are food secure. The target area of the program covers 14 districts in the Mid‐West and Far‐West regions of Nepal. The Mid‐West region comprises of 7 districts;Surkhet, Dailekh, Pyuthan, Rolpa, Rukum, Salyan and Jajarkot while the Far‐West region comprises ofDadeldhura, Doti, Accham, Baitadi, Bajhang, Bajura and Darchula districts.

SAPPROS is one of the consortium partners in PAHAL, responsible for implementing water component in all the 14 districts of PAHAL program through 14 local NGOs in respective districts.

GENERAL POSITION SUMMARY:

The Component Manager will be a senior position in the multi‐million dollar, 5‐year USAID/Food for Peace and USAID/Nepal‐funded Development Food Assistance Program (DFAP) funded, Promoting Agriculture, Health and Alternative Livelihood” (PAHAL) Program actively working in 14 districtsacross the Far‐ and Mid‐West development regions of Nepal. As part of the center‐based programteam, the Water Component Manager will work directly with the Agriculture Team Leader, WaterProgram Coordinator, Chief of Party (COP), Deputy Chief of Party (DCOP), Resilience Program Coordinator and with the support of the Engineering Expert.The Water Component Manager will be directly responsible for overall managing the water component of the project that includes project planning, coordination and reporting. S/he will provide support to senior engineer and regional engineer for field level activities in close consultation with Engineering Expert and Program Coordinator. S/he will work in close coordination with centralbased TSU team member in planning, monitoring and reporting of the water component. S/he will be responsible to report line managers of PAHAL, agriculture team leader as well as Water Programme Coordinator at SAPPROS.

The Water Component Manager will also be responsible for providing technical backstopping to Senior Engineer and regional engineers in planning and management of water activities at field level. The Water Component Managerwill also be responsible for coordination with stakeholders for leveraging in water activities with the support of central, regional and districts team. S/he should maintain close coordination with AEPC for leveraging and implementation of solar MUS.

ESSENTIAL JOB FUNCTIONS:

Program Operations

  • Lead and Coordinate with Senior Engineer, Regional Engineers/District Coordinators/Irrigation Technicians for all the field activities of water component.
  • Liaise with and represent water component at the center, to regions and all other stakeholders.
  • Establish and maintain professional and productive relationships with communities and localgovernment.
  • Serve as key focal point at central level for problem solving of implementation of water component at central and seek support from Engineering Expert and Water Programme Coordinator.
  • Work closely with representatives of Consortium and Local partners at the central and regional level.
  • Receive regular updates of water program activities from the senior engineer,regional engineers and ensure activities are on schedule as outlined by the PAHAL Senior Management Team.
  • Establish good coordination with government and non‐government stakeholders to prevent duplication of actions.
  • Coordinate and support district/regional level events related to technical capacity building training, development engineering documents and formats.
  • Facilitate monitoring of field level project activities to be on time, target and budget, and propose recommendations for improvements.
  • Coordinate closely with Monitoring, Evaluation and Learning focal points to generate and collectrequired information and data in the process of measuring results.
  • Follow reporting requirements and report to the supervisor through appropriate means as required.
  • Participate in team events as and when required.
  • Facilitate the achievement by the TSUs and partner team members of performance‐based targets and outcomes and lead efforts to design effective, proactive, and iterative M&E systems followingthe program’s logical framework and results chain measurement.
  • Work with TSU and program staff to help document achievements/impact of innovative program components of the program.

Others

  • Conduct himself/herself both professionally and personally in such a manner so as to bring credit to SAPPROS and PAHAL not to jeopardize its mission.
  • Ensure proper integration of GESI aspects into water program planning and implementation working closely with GESI officers.
  • Any other tasks as assigned by the supervisor.

1.ACCOUNTABILITY TO BENEFICIARIES: SAPPROSteam members are expected to support alleffortstowards accountability, and transparency specifically to our beneficiaries while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of ourfield projects.

2.SUPERVISORY RESPONSIBILITY: SeniorEngineerand Regional Engineers are under supervision of Water Program Manager.

3.REPORTS DIRECTLY TO: Agriculture Team Leader and Water Programme Coordinator.

4.WORKS DIRECTLY WITH: Agriculture Team Leader, Water Programme Coordinator, Engineering Expert, Regional Engineers, PAHAL Senior Management, TMG members,Local NGO, M&E Officer and local stakeholders.
