GRADE: 
LOCATION: Dolakha,Mugling and Kathmandu with frequent travel to the communities of intervention
TEAM/PROGRAMME: WASH, Country office
LENGTH OF CONTRACT: Till end December 2015
CHILD SAFEGUARDING: Level3- the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.


ROLE PURPOSE
Responsible for ensuring the field teams are following the design and specifications of WASH facilities installed in Temporary Learning Centers (TLCs) and schools. The candidate will provide technical assistance and guidance to the infrastructure teams and implementing partner staff to ensure high quality construction takes place on site at an appropriate pace. The candidate will also coordinate with the hygiene promotion team to ensure software activities are running on time and with logistics to ensure timely delivery of materials on site
Save the Children is working in the regions of Mungling (Gorkha), Dhulikhel (Sindupulchowk), and Kathmandu. There are several posts that SC are looking to fill across these field offices until the end of 2015.
SCOPE OF ROLE

Role Dimensions:Construction monitoring, Contract and contractor management, Coordination with logistics, education and infrastructure teams 


KEY AREAS OF ACCOUNTABILITY: 
Program Implementation

  • General site management and supervision of implementing partner staff, encouraging community participation, and ensuring safety at the construction sites
  • Follow-up activities of implementing partners in the field for WASH facilities construction, participating in capacity building
  • Ensuring efficient use of materials and tools on site as per the design documentation.

Monitoring, Evaluation, Accountability and Learning

  • Validate work progress and quality of contractors, coordinate with administration and logistics to ensure payment
  • Verify that WASH infrastructure construction and rehabilitation works done by partners and/or contractor are carried out according to quality standards established by Save the Children through quality checklists 
  • Plan and be responsible for the weekly reporting of data in order to follow up the standard project and strategic indicators (number and type of activities completed)

Integration, coordination and cross-cutting  aspects

  • Ensure that construction works are integrated with hygiene promotion and community participation to ensure sustainability of the infrastructure built
  • Coordinate WASH construction activities with other local actors at the VDC and DDC level
  • Ensure integration of gender, child protection, disability, HIV, environment and other crosscutting issues to the design, implementation and development of WASH construction activities, and ensure that activities take into account the needs of specific groups and individuals, especially children, the elderly and disabled

QUALIFICATIONS  

  • Graduated from a technical course related to construction or hydraulics, and/or relevant professional field experience  

EXPERIENCE AND SKILLS
Required

  • Professional experience of 1 years minimum, ideally in the field of WASH infrastructure construction in humanitarian or development context
  • Organization, coordination and planning skills
  • Ability to listen and adapt
  • Good personal skills
  • Knowledge of local language
  • Excellent knowledge of oral and written Nepali and English languages
  • Nepali national

Desirable

  • Experience with working with subcontractors/partners
  • Direct experience in the geographical area of intervention of Save the Children 
  • Experienced working with an international NGO
  • Basic computer skill
