The Himalayan Innovative Society (THIS), established in 2003, is a non-governmental organization working closely with the Nepal Government in the family reintegration of children rescued from vulnerable child care institutions in Nepal. We work in communities to prevent family-child separation through community awareness informing the psychological harms of child institutionalization, educating parents and strengthening gatekeeping system in Nepal.

We have supported over 1000 children directly and indirectly through our various projects since 2003.

We have a transitional care center in Kathmandu, where children rescued by Nepal Government from vulnerable child care institutions are rehabilitated for a temporary period, healed, and prepared for family reunification.

Job Description

THIS is seeking for an energetic, enthusiastic, experienced and dedicated staff for Home Parent and Child Protection Officer.

Role Description – Transit Home Parent cum Child Protection Officer
Function: Management of the overall development of the children in Forget Me Not (FMN)
Period of Service: 1 year from point of signing contract.
Status: FMN funded Local Employee D1 (Full time Plus)
Based in: Kathmandu
Operational Link: Programme Manager
Hierarchical link: THIS Executive Director

Objective:
The Transit Home Parent cum child protection officer has to maintain a proper and sufficient care for all concerned children, in a safe, reassuring and clean environment at home; it includes physical, psychological, social and affective cares, in order to permit to each individual child to develop his/her full capacity to become a responsible and independent adult. Manage cases, assess, monitor and deal with living, health and education issues related to the reunified children as per need and conduct reporting of field trips to THIS.

Responsibilities:

  • (R1) Manage, oversee, accompany, lead and create a strong team with all the employees and volunteers involved in the transit home
  • (R2) Manage all administrative and financial aspects of the home and case management on living condition, educational and health of reunified children in their family and village and report to THIS
  • (R3) Create a familial and safe atmosphere where the well being of each individual child must be brought up and maintained according to THIS-FMN’ standards (cf policies and procedures manual) without any use of violence, neither physical nor psychological or emotional and provide advice and counseling as per need
  • (R4) Maintain a clean home and compound in a good global state

Activities related to R1:

  • Ensure that all the staff respects and follows their job description
  • Ensure that all volunteers follow the house regulation and act properly in full respect of Nepal’s culture
  • Facilitate the team’s communication through regular meetings and on informal manner
  • Ensure that there is always at least 2 adults involved in FMN-THIS’ programs, staying at home with the children, under every circumstance.
  • Consult with the hierarchical link to any question related to the staff’ leaves

Activities related to R2:

  • Ensure that all visitors follow the rules of the home and sign in while entering inside the compound
  • Check and keeping in mind the list of persons not being allowed to enter into the home’s compound
  • Keep record in written form of any financial movement
  • Report on a monthly basis on activities and financial activities according to FMN-THIS’ format on Home and reunited children's case management mainly on living condition, education and health issues support distribution.
  • Attain the regular meeting when asked by your operational and hierarchical link
  • Conduct field visits and manage cases of reunified children in their family and village of origin including monitoring and supervision
  • Service delivery to reunified children and reporting to operational and hierarchical link on lacking

Activities related to R3:

  • Provide each individual child with proper and appropriate health care. It includes preventive measures (such as, but not only, vaccination, regular full checks ups) and reactive measures (such as hospitalisation, intervention of health assistant, etc)
  • Ensure that each child stays cleaned
  • Permit to each child to receive basis in education
  • Provide the children with a proper diet according to the menu determined by THIS/FMN; this menu has to be regularly updated and hanged on the wall of the kitchen
  • There will be neither physical nor emotional abuse nor violence on the children. When discipline is necessary it will be through methods agreed on by THIS/FMN in the policies and procedures manual and provide advice and counseling as per need to the reunified children
  • Observe and respect cultural practices, festivals, pujaas and holidays according to the children’s customs and religion, without any discrimination.

Activities related to R4:

  • Repair any damage inferior to 2000 Nrs; it concerns everything inside the compound’s fences.
  • Involve the staff, the volunteers and the children in the daily care of the home.
  • Cleanliness of the home and the compound
  • Manage and accounting with bills all petty cash given by the office

Working Days and Hours: The post holder is required to work for 24 hours per day on a regular basis, for which they will be financially (additional 20% of the basic salary compensated).Please refer to the Policies and Procedures Manual for further clarification on Live in position.

Salary’ scale: FMN Pay Scale D1

Type of position: D1 Live-In

Probationary period: 3 month

Required competences:

  • Female Candidates with Minimum +2 in Management and Humanities preferably BSW with 2 years experience in relevant field
  • Strong knowledge of Nepal child Rights National laws and guidelines.
  • Motorbike/scooter license (desirable)
  • Ability to counsel children when they are in need
  • Good communication skills in written and spoken Nepali and English
  • Good knowledge of Basic computer Package
