Swiss Agency for Development and Cooperation (SDC) is providing Technical Assistance (TA) to the Government of Nepal (GoN) for the implementation of the Motorable Local Roads Bridge Programme, Phase-IV in all 7 provinces.

Job Outline

A Consultant (Technical and Social Safeguard Officer (TSSO)’s primary work is to supervise bridge construction works mainly during the critical milestones and do necessary reporting (technical, financial and social aspects) of the bridges in the Province

Main Tasks & Responsibilities

  • Under the overall guidance and supervision of the PBC and PBE, s/he will be responsible for construction, supervision, quality control, reporting of the bridges in the provinces. In detail, the TOs with shall carry out but not limited to the following tasks:
  • Support the PBC and PBSEs in annual motorable bridge planning and budget preparation, based on the approved PRMPs and PIPs;
  • Support the PG institutions hired PTAPs in surveys, site selection, monitor that selected site is geologically and hydrologically sound, assist in designing and costs estimation of the bridge and its optimization, prepare monitoring plans and carry out process monitoring (intensive, intermediate and random) and monitoring at critical milestones, update provincial bridge record in the provincial bridge information management system;
  • Support in supervision of the works of the contractors and ensure a good quality of work and report it to the IDOs;
  • Continuously monitor the performances of contractors and their workers at the critical milestones by visiting the site;
  • Support IDOs/PTAPs to prepare the design, drawings and quantity/cost estimate ensuring that the bridge is optimized on design and cost.
  • Monitor each bridge Support in testing and inspection of steel parts procured by IDOs/Palikas;
  • Support in quality monitoring of services, goods and works procured by contractors, collect samples of goods and get them tested at the laboratory if needed, make tests and inspections of quality of goods and works as and when deemed essential, and report to IDOs for actions and interventions when needed;
  • Support in monitoring that the procurement conforms to quality, established rates, specification, norms and guidelines;
  • Support IDOs to certify the final payment of the supply of the goods and works;
  • Support IDOs in monitoring social inclusion in the implementation of bridges construction – public hearing and public audits for transparency, display of hoarding boards for providing information transparently on the bridge construction costs, creation of local employment to DAGs where possible, ensure workers safety and insurance, equal pay for equal works, equity etc.; and
  • Support PBCs and PBSEs in monitoring and reporting on all the progresses including physical, financial and social aspects of the bridge construction monthly, quarterly and on annual basis.
  • Archive drawing design (original, revised and final)
  • Archive any instructions/ correspondence during supervision of bridges,
  • Updating of BoQ and contract time including VOs and Time extensions.

Key qualification requirements

  • Intermediate/Diploma degree in Civil Engineering with 4 years’ experience in the field of rural transport infrastructure, preferably in bridges.
