Job Description

Mott MacDonald has a world-wide portfolio of infrastructure projects, supporting clients in the public and private sector, across a range of areas, including transport, water, energy, built environment, and climate. We are looking for a Team Leader for an upcoming FCDO flagship programme in Nepal, designed to improve local government’s ability to respond to the demand of rural citizens for access to better and more resilient infrastructure services and for the creation of new job opportunities to help drive rural economic development. With an overall goal of enhancing government and private sector capacity in services for roads, water supply, irrigation and waste management, this programme will develop sustainable economic improvement and secure livelihoods for future generations.

LISP will do this by providing technical assistance and performance-based capital funding to improve the prioritization, delivery and resilience of local infrastructure. The goal is to develop a common support framework for infrastructure in Nepal that will help fill the funding and capacity gaps, currently holding back local infrastructure development. This will need critical engagement with Government of Nepal, development partners and civil society for a common framework and delivery mechanism, with analysis and improvements to planning, governance, financing and management systems of local and inter-palika infrastructures including provincial and national periodic plans.

Candidate Specification

Qualifications

  • Engineering degree in an infrastructure-focused area; or comparable level of professional experience or relevant qualifications will be acceptable.
Experience & Knowledge
  • At least ten years’ experience in the infrastructure related sector (Water engineering, roads, waste management), ideally within Asia. 
  • Proven track record of managing complex programmes, preferably experienced with FCDO (formerly DFID) and coordinating partner institutions, in developing countries and taking overall managerial responsibility for project delivery 
  • Staff and financial management experience, with experience in managing and motivating a team of experts – international and national, both long term and short term – to deliver high quality products
  • Proven record of delivering on PFM, VfM, and programmes with complex financial management flows
  • Excellent client management skills, and ability to work with stakeholders including senior government officials, private sector and civil society
  • Technical knowledge of key areas such as water supply, irrigation, roads, climate resilience; disaster risk reduction; infrastructure advisory and/or development of government strategies.
  • Strong ability and experience of analysing and formulating strategies and applying technical expertise to deliver tangible results. 
  • Experience of working within or alongside Government officials at regional, national and local levels. 

Skills

  • Good written and verbal communication skills, including strong report writing.
  • Proficient in using MS packages, particularly Word, Excel and PowerPoint (creating documents, formatting, handling data, creating graphs, etc.)
  • Good numerical skills, including data analysis and interpretation

Job Profile

The Team Leader will be responsible for the day-to-day management of the programme to time and budget, leading the project core team and for the successful delivery of the expected works. They will be required to work closely with Government counterparts at national and regional levels and support technical aspects of programme implementation as designated. In addition to the overarching skills and experience listed below, we expect candidates to be engineers and specialists in one or more fields, depending on the technical areas each programme will focus on and relevant to specific countries/regions. These will likely be drawn from: Water; roads; waste management; climate resilience.

  • Accountable for successful management of the client relationship, acting as the programme’s key contact and strategic adviser to donor and governmental stakeholders 
  • Establish and maintain effective working relationships with donor organisation, partners and key stakeholders, including private sector and civil society groups. 
  • Develop the Theory of Change with a clear results chain and logical framework for the project in place, in coordination with the component leads. 
  • Lead a team of long- and short-term experts, other project staff and partners to achieve the overall programme goal, ensuring that the right mix and level of skills are employed to each programme task and delivered to time and budget.
  • Oversee and quality assure the work of the technical team. Hold team and partners to account against agreed performance indicators.
  • Respond to technical assistance requirements from governments in a fast, flexible and efficient manner
  • Ensure the collection of relevant data that is used to inform decision-making based on credible evidence 
  • Ensure appropriate methods and approaches are used to address capacity building needs and requirements through different levels of government in different countries
  • Lead the planning, management and monitoring of project strategies, activities, financial expenditure and costed workplans 
  • Ensure lesson learning, dissemination of programme best practice, and inclusion perspective analysis and planning in all programme activities
  • Draft, implement and monitor the project workplan to ensure the timely submission of high-quality deliverables, and ensure on-going measuring and monitoring of programme inputs and outcomes
  • Identify potential risks and uncertainties associated with contracted deliverables and develop a detailed plan to mitigate and manage these. 
  • Monitor trends and spot strategic issues and opportunities
  • Develop and maintain a clear vision on where, when and how the programme should focus its energy and resources
  • Maximise effectiveness, efficiency and economy in all programme activities and ensure optimal use of resources to achieve programme outcomes
  • Make well-reasoned, sound and timely decisions based on the needs of the situation and the resources available
  • Find better, faster and less expensive ways to achieve goals and to increase responsiveness to changing needs 
  • Ensure that technology and innovative approaches are embedded in programme strategy and delivery strategy 
  • Deal effectively with multiple demands and competing priorities 
  • Comply with Mott MacDonald Business Management Systems including management of ethics, health, safety and welfare concerns on the programme.
  • Persist and redirect efforts to bring about change despite obstacles and opposition
  • Promote and monitor work ethics, good governance, safeguarding and anti-corruption behaviour and take a firm position against activities and practices that are not in the best interest of the client, staff or the company
