USAID’s Strengthening Systems for Better Health (SSBH) Activity is a 6-year project aimed at improving health outcomes in Nepal, particularly for the most marginalized and disadvantaged groups in the country. SSBH supports the Government of Nepal’s efforts to expand access to and use of quality maternal, newborn and child health and family planning services, with a specific focus on newborn care and is designed to achieve three major outcomes:

(i) improving access to and utilization of equitable healthcare services,
(ii) improving the quality of 
health services at facility and community levels and
(iii) improving health systems governance, within the context 
of federalism.

The project is implemented in close collaboration with the Ministry of Health and Population at federal level and with provincial and municipal governments, health facilities and other key health sector stakeholders at sub-national levels.

SSBH is recruiting new team members to plan, manage and deliver technical and material support for the Government of Nepal’s (GoN) response to the COVID-19 pandemic.

Position: 17

Location: Health Offices in Karnali Province and Lumbini Province 

Reporting to: Health Emergency Surveillance Technical Officer 

Duration: Initially for 1 year, subject to extension based on performance and need

Objectives of the Assignment

Under the supervision of the Health Emergency Surveillance Technical Officer (HESTO), the Surveillance and Program Officer (SPOs will provide technical and programmatic support to Health Offices in the districts and help HESTO to facilitate  surveillance of COVID-19 and other emerging infectious diseases, case investigation and contract tracing (CICT) based on the GoN’s protocols and guidelines. Additionally, SPOs will be providing support to HESTOs in facilitating the management of quarantine and isolation sites, daily COVID-19 related data update, performance review and planning meetings, and orientations/trainings. SPOs will be expected to undertake frequent field travel (up to 50%). 

Specific duties and responsibilities include the following: 

  • Strengthen the capacity of the district-level Health Offices and municipalities in disease surveillance for COVID-19 and vaccination program implementation. Specific areas in municipal health section for disease surveillance may include CICT activity and antigen and antibody testing through rapid test kits.
  • Provide technical support to Health Offices to update and compile COVID-19 & disease surveillance related information.
  • Work closely with the HESTO at district for implementing trainings, meetings, and orientations and SSBH’s provincial staff to analyze strategic information to help inform decision making at the district, provincial and project levels. 
  • Provide technical support to the municipalities and health facilities on tools including IMU, COVID-19 module of DHIS2) for COVID-19 surveillance and response 
  • Share updates with the Activity Team, provincial, national government stakeholders, and others on regular basis. 
  • Provide programmatic support to the HESTOs and district-based team, including receiving and delivery of the in-kind and logistic support.
  • Provide technical support to districts and municipalities, to conduct COVID-19 antigen and antibody surveys led by the provincial and local health offices.

Required qualifications include the following: 

  • Bachelor’s degree in public health or a related field 
  • At least 2 year of experience in implementing health programs and  COVID-19 related work experience preferred.
  • Ability and willingness to work/travel in remote areas within short notice in the context of COVID-19 
  • Strong networking and team mobilization skills. 
  • Computer skills, including effective working skills in remote conditions 
  • Excellent written/oral skills in Nepali and English 
  • Understanding of the Nepal health system and networks
