Job Description

Contract :Time bound Contract- one year

Work Purpose: To provide Leadership and ensure that Financial Management, Administration, Procurement & Logistics and ICT processes are within partnership and WVIN/NER standards at NO and Regional Field Offices.

Job Responsibilities:

  • Develop and align the Regional Field Office Support Service & Finance Strategy with that of the NER and translate the objectives to the Field functions.
  • Oversee the services and initiatives in the Field and that they are coherent with WVIN/NERs values, vision and mission.
  • Develop the regional Field office coherent annual work plan/operational, and business plans based on strategies.
  • Develop synergies, open communication, cooperation between Finance, Procurement & Logistics, Admin and ICT.
  • Integration and efficient management of operations and services of Finance, Procurement and Logistics, Administration and ICT in compliance with WVIN/NER policies & procedures.
  • Ensure that Regional budgets, Procurement Plans of projects, grants, My PBAS and support offices are in place.
  • Ensures there is proper treasury, cash management, working Capital management, Asset Management and cash flows processes are in place.
  • Ensures proper monitoring of financial resources (PNS/NPNS) expenditures against budget is done on a regularly basis.
  • Ensures that there is proper coordination of Supply Chain business processes in the Field Office responsible for an optimal interface between the supply chain and business units as it relates to the procurement and logistics functions.
  • Ensures there is a proper definition and management of integrated cross functional Key Performance Indicators (KPIs) and ensures the development of action plans to address areas of poor performance, tracking of the KPI
  • Ensures efficient asset management & usage of all assets is done at all locations, they are properly maintained, verified and updated in the records on a regular basis.
  • Ensure e there 100% connectivity in the region and Field Offices.
  • Ensures that Staff Adhere to the ICT policies and procedures.

Minimum Qualification and experience required:

  • Bachelor Degree (preferably Masters Degree) in Business Administration or Finance 
  • Developed people in a cross-cultural setting and initiated and implemented organizational change at leadership level
  • Proven leadership ability, demonstrated facilitation and collaboration skills, and experienced as a team player.
  • Understanding of other departments and demonstrated collaboration & team building skills.
  • Understand WV vision, mission and WV partnership operations High critical, creative and innovative thinking.
  • Competent in the use and application of Microsoft Office computer programs, including Word, Excel and Power Point and overall ICT.
  • Must be willing and able to travel regionally at regular intervals.
  • At least 8 years professional experience in an international organization with 3 years in Managerial (middle) role, preferably in NGO context in the applicable fields (Finance, Admin, SCM, Procurement, IT).
  • Should have experience with Non-profit organization.
  • An understanding of WV Field Financial and procurement Manuals, Strong Procurement practical experience.
  • Understand the Humanitarian industry.

Core competencies for the above mentioned positions:
Competent in using MS Word, MS Excel and PowerPoint presentation, ability to operate effectively and sensitively in the cultural context of Nepal, willingness to commit to World Vision ethos, vision, mission and core values, self-motivated, confident, independent, creative with strong analytical and interpersonal skills, positive learning attitude and concern for the poor and vulnerable people, good report writing skills; with fluency in Nepali and English – both oral and written.
