ROLE PURPOSE:

We reached over two million populations and invested over 36 million US  dollars in 2014 to reach more children than ever before, through programmes in Health, Nutrition, Education, Protection and Child Rights and Governance, Livelihood, HIV and AIDS,  and Humanitarian crises.

Under the direct supervision of the Project Manager – Global Fund, NCASC, guidance of Focal point of Logistics Unit and  guidance of Focal point of LMD indirect supervision of PSM Specialist, the SCM Coordinator is responsible for coordination and management of the procurement, supply chain management functions of HIV pharmaceuticals and health products at NCASC/LMD in accordance with procurement and quality assurance policy of the GFTAM and with the financial and procurement rules and regulation of the Government of Nepal. 

 

KEY AREAS OF ACCOUNTABILITY:

  • Manage and ensure to store HIV commodities and related supplies according to proper storage guidelines and maintain quality, safety and security of stock. 
  • Quantification and forecasting of HIV commodities on the basis of reports of service delivery points, programme target and client data on regular basis.
  • Timely prepare request of all HIV related commodities, approve, endorse and send to procurement agent(s).
  • Monitor the timely preparation of transportation plan for proper and timely distribution of HIV commodities.
  • Monitor maintenance of logistics files, assuring that all required documentation/approvals are in the files. 
  • Monitor on timely update the stock book for all issues and receipts of HIV commodities and related supplies.
  • Manage to maintain stock database and HIV commodity tracking database using prescribed software and share with all stock holders periodically.
  • Ensure that physical inventory has been taken of all commodities at specified times. 
  • Ensure use of standard documentation and timely reporting for programme inventories. Compile consumption data, issues data, losses and adjustments, and stock data for HIV commodities and prepare monthly reports. 
  • Report on any suspected irrational use of drugs based on reports or visits. 
  • Monitor stock status of commodities throughout the country and report to Director/Project Manager when the situation requires immediate action.
  • Facilitate in the HIV logistics Management Training for Service delivery points.
  • Ensure availability of forms and reports to be used in the LMIS at all levels. 
  • Monitor SDPs on logistics issues related to HIV commodities and provide feedback as necessary.
  • Manage proper disposal procedures and documentation of expired/unusable HIV commodities.
  • Support Logistics Task Force Meeting   on regular basis as per the need and plan. Prepare and record the minute of all LTF meeting.
  • Liaise with NCASC and pertinent stakeholders to ensure supply of appropriate drugs and kits in appropriate formulations and strength.
  • Ensure the procurement of all the commodities is going on time as per the PSM plan to minimize stock out.
  • Prepare the SOPs for the different required activities in daily activities and ensure the use of SOPs in right and correct way.
  • Ensure the Viral load machine, CD4 machine and other equipment are functional and insured. 
  • Support in integration of HIV logistics in General Logistics system.

 

QUALIFICATIONS AND EXPERIENCE

  • Master degree in Public Health/management with Bachelor in Pharmacy preferred 
  • At least 3 years’ experience in public procurement of HIV or health commodities (2 years for GSI group*).
  • Experience in national/international pharmaceutical and health product procurement and supply chain management.
  • Knowledge of GFATM procurement and Quality Assurance Policies.
  • Special training on procurement and supply chain management would be an advantage 
  • Demonstrated ability to prepare PSM Plan in coordination with relevant stakeholders.
  • Ability to establish priorities and to plan, coordinate and monitor own work plan and those under his/her supervision.
  • Ability to work with a minimum supervision and in a high pressure.
  • Abilities to communicate, negotiate, analyze, elaborate and present reports and statements 
  • Experience in coordination and liaison with different partner agencies
  • Ability to work in multi-cultural environment

Other Competencies:

  • Thorough understanding of forecasting and quantification of pharmaceuticals and health commodities
  • Excellent analytical and presentation skills
  • Good communication and negotiation skills
  • Prepared to spend time in the field with district health offices and other partners
  • Excellent computer skills (MS Excel, Word and PowerPoint)
  • Understanding of financial management and budgeting of development programme preferred.

Language Requirements:

  • Excellent knowledge of written and spoken English and Nepali
