ROLE PURPOSE:
The Senior Program Coordinator must have a broad development perspective, networking capabilities, strategic thinking abilities, excellent co-ordination, inter-personal, as well as monitoring skills, and who is a team worker with a fairly good understanding of integrated nutrition programme under the framework of MSNP as well as community development issues. Overall, the position will be responsible for all aspects of district level planning, implementation and monitoring of the Suaahara activities and for achieving the expected outputs.

Direct –WASH Officer (NEWAH), Agriculture Officer (HKI), HSP Coordinator (Jhpiego), MEAL Coordinator (SCI), Finance & Admin Coordinator(SCI), District Coordinators (3 – 10 District Coordinator) of HKI, NEWAH, and or SCI.
Indirect:Cluster, District and NGO team members, program partners
Budget Responsibilities:The position will overall responsible for Cluster Office budget and District Offices and also monitor PNGO budget and keep track as per plan

Role Dimensions: The position will closely works with Cluster, District and PNGO team members. This position plays significant working relationship with LDO,DAO, DNFCC, DHO, DADO, DAO, DDC and various government line agencies. The position also has to work closely with other implementing partners (HKI, NEWAH, Jhpiego, JHUCCP, and NTAG) who will be taking programs in the district. The position is an account signatory holder of the Cluster bank account.
KEY AREAS OF ACCOUNTABILITY :
Program Management
- Working in close co-ordination with multidisciplinary Suaahara Cluster and district team including local NGO, government regional and district line agencies
- Guide and support district teams to prepare District Implementation Plan (DIP) in close coordination with concern stakeholders and undertake regular review of the implementation progress and operationalise appropriate action for resolving the implementation constraints and facilitate streamlined implementation of the activities
- Conduct periodic review of the programme implementation, operationalise appropriate measures for streamlined implementation of the programme activities.
- Prepare monthly, quarterly, biannual and annual reports, analyse the trends and recommend appropriate action for improved effectiveness of the programme
- Work with KTM program team to strengthen the technical capacity of cluster and district teams
- In consultation with Director, Program Implementation and Senior M&E Manager , establish and implement an integrated program monitoring and quality assurance system to maintain program quality
- Provide coaching and mentoring to program and finance team at cluster and district level to implement program activities to achieve the objectives, goal and intended results
- Monitor and support the field activities of the partner NGOs, including performance reviewing of each program component , their monthly financial reports and forwarding them to the cluster/central office
- Coordinate and collaborate with regional agencies to establish linkages between to promote integration of nutrition component in Health, WASH and agriculture components
- Ensure that GESI priorities are fully integrated into all Suaahara interventions
Representation and Coordination
- Organize and chair staff meetings as well as disseminate information as required to all functionaries of all implementing agencies associated with Suaahara implementation
- Attend the district line agencies, LNGO review meetings in the district on behalf of Suaahara and provide strategic guidance
- Maintain positive relationships with NGOs and the line agencies e.g. DDC, DPHO, DADO, DLSO, DWSSO, etc.
- Serve as a focal point for program staff on operations issues and coordinate operational support to program activities.
Finance
- Support for preparing the annual program budget for to district teams
- Supervise program budgets and spending levels of the districts and LNGOs
- Supervise the day-to-day activities of the Cluster Finance team to ensure compliance with USAID policies & procedures and regulations.
- Supervise and review the monthly financial report that needs to be submitted to the Suaahara Kathmandu Office.
Human Resources/Administration/Logistics
- Supervise the day-to-day activities of the Cluster office
- Ensure adherence to all Administrative Directives and Policies, as well as the Personnel Policies and Procedures for Suaahara including performance evaluation
- Arrange for staff training and development as appropriate.
- Propose improvements to Administrative policies and procedures as needed.
- Ensure that the operations of capacity building activities of Suaahara conducted smoothly.
Report and review meeting
- Preparation of Annual District Implementation Plan from cluster managed districts
- Preparation and timely submission of reports on training and events
- Collection of monthly report (target progress, key issues and challenges) from district by districts and submit to Director, Program Implementation
- Organize the semi-annual program review meetings, collection of success stories, case studies and lessons learned and submit to Director, Program Implementation

QUALIFICATIONS
- Minimum Bachelor degree in Management, Public Health, Social Science – with minimum 7 + relevant experience

- Proven track experience in program planning, implementation and monitoring.
- Good understanding of community mobilization and GESI.
- Sound knowledge on people management (motivation, team work, interpersonal skills)
- Coordination and networking skills with partners, stakeholder, government line agencies

- Work experience in integrated program/project.
- Familiar with USAID compliance, rules and regulations will be added value.
- Experience on financial management.
