The Assistant Programme Officer will be responsible for managing Clean up Nepal’s action-research project – Mapping Solid Waste Management Systems of Kathmandu. Clean up Nepal with the support of Kathmandu Metropolitan City (KMC) and Private waste management companies in Kathmandu is going to implement its open-data mapping initiative which involves the use and promotion of the open-data technology platform - Nepal Waste Map (a web-based data dashboard and mobile application). The project is going to be implemented in 3 wards of KMC - Ward 3 (Maharajgunj), Ward 5 (Hadigaun), and Ward 32 (Koteshwor). The key responsibilities will include facilitating and coordinating training, mapping, and data collection activities. You will also facilitate the promotion and use of Nepal Waste Map (an open-data website and mobile application) among the government, private and public sector.

Job Description

As part of Phase I of the Swochha Bidhyalaya Program, Clean up Nepal will construct permanent latrines at Shree Bhagyodaya Higher Secondary School in Sankhu, Shree Baluwa Secondary School in Baluwapati, Shree Panchakanya Primary School in Nuwakot, and Shree Mahankali Secondary School in Nagarkot. Most of the drawings and estimations have already been completed and we are therefore, seeking one proactive site engineer for the first phase to commence on 1 February 2016 for a threemonth period. Extensions of contract may be a possibility for subsequent phases of this program.

Full-time (40 hours/week)

Responsibilities:

  • Work closely with the Clean up Nepal WASH Program Officer, relevant stakeholders, the school and local community to plan, coordinate and manage the construction of latrines at these four schools
  • Carry out any detailing as and when required based on designs already prepared
  • Manage the procurement process of services and materials in line with Clean up Nepal’s guidelines,and maintain transparency and document trails in all purchases
  • Prepare reports as required by Clean up Nepal and/or the donors
  • Build networks and strengthen relationships with relevant stakeholders
  • Assess the condition of latrines in other government schools in the working areas and recommend schools for consideration for Phase II of the Swochha Bidhyala Program
  • Assist in developing and carrying out various WASH training and programs for the students and teachers at these schools
  • Perform other program-related duties, including participation in meetings and programs, as and when assigned by the Clean up Nepal Wash Program officer and/or the Executive Director
  • Monitor and evaluate the progress of the program and
  • Submit comprehensive reports for each school at the end of the project as per prescribed formats.

Skills, experience and interest:

  • Diploma in Civil Engineering or Bachelor of Civil Engineering
  • At least six months construction experience
  • Ability to prepare letters for stakeholders and type in Nepali and English
  • Willing to work closely with relevant stakeholders and local communities
  • Must have good problem solving, analytical and decision making skills
  • Good communication and interpersonal skills
  • Good reporting writing skills
  • Good computer skills
  • Bike license
  • Proactive, independent and self-motivated. 

The Site Engineer is expected to lead the first phase of this program with the support of the Clean up Nepal Wash Program officer. This role will require frequent travel to the four sites for monitoring and evaluation. All Clean up Nepal employees are expected to uphold Clean up Nepal's Code of Conduct.
