Job Description

Abt Global Britain is seeking qualified technical advisors, specialist and leads for an anticipated FCDO programme that will focus on improving the governance of social services across different levels of government. The programme also aims to improve access to quality social services for excluded and marginalised groups, as well as increasing preparedness to shocks within the social sector. We are seeking technical staff with strong backgrounds in Gender Equality, Disability and Social Inclusion, Governance, Health, Social Protection and/or Education. Please note the position is contingent upon the project award to Abt Global Britain.

Minimum Qualifications 

  • Bachelor’s degree with at least 3 years of experience or Master’s degree in a relevant technical topic (Gender Equality, Disability and Social Inclusion; Governance; Health; Social Protection; and/or Education). 
  • Minimum seven years’ professional experience working in Nepal’s development context, particularly in the fields listed; preferably with at least two years working on donor funded projects.  
  • Familiarity with Nepal’s social sector systems post-federalisation.  Experience with FCDO programming in Nepal is highly desirable.  
  • Strong ability and desire to work collaboratively with the Government of Nepal, particularly with provincial and local governments, partners, and social sector entities. 
  • Able to provide past examples of work in programme design, management and service delivery. 
  • Ability to sustain timeliness of programme delivery amidst adaptations from changing operational demands and client feedback. 
  • Excellent interpersonal, teamwork, organisational and mentoring skills. 
  • Excellent writing and editing skills in both Nepali and English. 

  Specific duties and responsibilities include the following: 

Cross-thematic Requirements  

  • Oversee and manage relevant technical elements of the programme implementation, at both national and sub-national levels.  
  • Ensure high technical standards are met throughout the programme.  
  • Support and coordinate staff across national and sub-national levels. 
  • Engage with local governments, policy makers and service delivery stakeholders to improve service access and quality. 
  • Coordinate and collaborate with related sectoral agencies and NGOs/CSOs to improve the local government’s service delivery capacity for more effectiveness, efficiency and equity.   
  • Strengthening and building local government capacities for enhanced service delivery and social outcomes. 
  • Analysing & improving the policy, planning, budgeting and implementation.  

 Role-specific Requirements  

Governance Lead: 

  • Development and utilisation of Political Economic Analysis. 
  • Facilitating needs assessments of local government capacity. 
  • Enabling Nepal’s transition to federalism through engagement with municipal/local governments.  
  • Contextual planning and budgeting for local governments – supporting the policy, planning, and budgeting process. 
  • Strengthening and building local government capacity leading to sustainable and equitable service delivery, and promoting participatory local governance.   
  • Scaling up quality improvement (QI) tools and practices, and monitoring service provision. 

GESI Lead Requirements: 

  • Analysis of GEDSI awareness in existing local governance structures and policies. 
  • Increasing service access (health and education services) to quality services targeting to marginalised groups.  
  • Incorporating GEDSI considerations into all levels: policy, planning, budgeting & implementation. 
  • Facilitating GEDSI informed budgeting at varied government levels. 
  • Incorporating GEDSI-informed evaluation at government and programme level. 
  • Microplanning and microtargeting for network mobilisations for GEDSI-related marginalised groups.  

Health & Education Lead Requirements: 

  • Scaling quality improvement.  
  • Engaging policymakers in improving last-mile access to services to marginalised groups. 
  • Improving participation and processes at local level committees (health and education). 
  • Sector-specific strengthening (capacity building, long-term planning, process and policy development. 
  • Sector-specific sustainability/transition experience (MERL). 
  • Health: RMNCH, human resources for health, health financing, emergency health preparedness, SRHR and family planning, last-mile delivery, procurement, minimum support packages (UHC). 
  • Education: School management committees, needs assessment, human resources, planning and budgeting, capacity building, TARL (teaching at the right level).  

Social Protection 

  • Technical support to improve data on poverty and vulnerability for effective and equitable policy and programme implementation. 
  • Support to strengthen social sector financing, with a focus on social protection and its links to service delivery. This includes conducting budget and expenditure analysis related to thematic social sector areas. 
  • Experience in drafting social protection reports e.g. budget briefs, technical and policy recommendations.  
  • Strengthen advocacy and partnership-building for locally led social policies. 
  • Enhance budget transparency, accountability, and oversight, at both national and district levels.
