ROLE PURPOSE:

The Sr. Project Coordinator-MNCH is overall responsible for management of planning, implementation, monitoring, and reporting of MNCH activities in project in all three districts Banke, Mahottari, and Jajarkota and far-west and Eastern field office of Nepal. In addition, s/he will also be responsible for the management of the project in Banke district. The position holder will work in close collaboration with Regional Health Directorate (RHD), District Health Office (DHO) and Health Facilities (HFs) for effective and timely planning, implementation, monitoring and reporting of planned activities. S/he will also support in government health system strengthening and national maternal and child health related programs. In addition, s/he will work as a budget holder of the project and manage logistics, finance and human resources under the project in respective district. S/he needs to manage partner NGOs in all three districts for the project implementation.

S/he will work in a team and represent the project at regional and district level forums, meetings and consultations on policy and technical issues related with projects as per project requirements. S/he will work with close technical and programmatic support from health and nutrition team of Field Office and Country Office. S/he will ensures the regular monitoring of related project activities, and coordinate with relevant stakeholders for sharing of lessons learnt for consistent uptake by other stakeholders. Furthermore, s/he works in close coordination with other projects and team in the district and region. S/he will be fully responsible for the preparation of project level narrative reports and other donor requirements.

KEY AREAS OF ACCOUNTABILITY:
Over all responsibilities
Planning, Implementation and Project Tracking

Ensure timely planning, implementation, regular monitoring, evaluation and documentation/reporting of the project as per need.
Manage day-to-day operations and management of each activities of the project components –ensuring coordination between the team members in different components – to ensure that all components are in tandem
Manage the project in line with the approved project documents with close support from M&FWFO and country office and ensure quality results
Monitor the financial expenditure regularly and ensure adequate burn rate of the project funds with support from finance department and prepare & share monthly project tracking report and quarterly financial report.
Manage external and internal visits to the project
Liaise with government counter parts like RHD, D/PHO and HFs and ensure the good and functional coordination & collaboration with D/PHOs and other stakeholders to create enabling environment
Proactively identify other actors working on to improve MNCH situation and develop collaboration with them (particularly with other agencies executing related projects) to create synergies and deliver better results
Coordinate closely with other projects and teams in the region and district so as integrate and address the issues of MNCH
Represent MNCH project at district and regional levels
Support H& N team in development necessary tools for surveys, operational research and regular monitoring, writing concept note etc.
Supervise the project staffs, manage their performance and provide timely feedback if necessary.

Technical Support to Need Assessment

Design, test and finalize Health Faculty assessment tools in close consultation with Sr. PC, Program Manager, and H&N team as per need of project.
Conduct/facilitate need assessment process at health facility level
Ensure that financial processes and project activities are in line with SC policies and norms

Technical Support to Maternal, New born, Child Health program

Provide technical support for the quality planning, implementation and monitoring of Safe-motherhood, new born and child health program with D(P)HO government counter part
Support GoN in planning and conduction of Integrated review of maternal and child health programs
Provide technical support to statistical section for district progress monitoring and trend analysis
Provide technical support to district while implementing maternal, new born and child health program
Plan, conduct, follow-up and monitor maternal, new born and child health related training program and onsite review and coaching in the district

Partnership Management

Identify the appropriate partner NGO at district to conduct the project activities
Coaching, guiding and mentoring the partner to develop capacity.
Day to day monitoring and supervision of PNGO to ensure the quality delivery.
Support to PNGO for hiring HR, effective and efficient use of resources and time management.

Reporting /Documentation

Support Sr. Program Coordinator, Program Manager, Health and Nutrition to do the documentation of maternal, new born and child health
Prepare case-stories and success stories of the project
Ensure and update the OPMIS of the program
Identify and documentation of all innovations that is maximizing the project result
Regular tracking of project and submit the project tracking report with logic.
Prepare compile project narrative and financial report of SC Italy MNCH project as per need of organization and donor and keep appropriate documentation.

Strengthening of local governance

Capacity building of Health Facility Operation and Management Committee for Quality improvement in MNCH services in Health Facilities
Supporting Save the Children’s dual mandate of development programmes as well as being the leader in emergency preparedness and response for children.

Occasional Significant Duties

Organize and manage technical and programmatic inputs for the MNCH program partners and consultants so as to ensure smooth operations and ownership of the program by in-country counterparts and partners
Develop annual work plans

QUALIFICATIONS AND EXPERIENCE
Education:

Master of Public Health (MPH)

Experience in similar or related field:

At least 5 years (3 years for GSI group) in leading and managing MNCH projects and programs will be given priority

Skills

Project management skills
Has ability to adopt innovation in the program
Higher degree of taking initiatives and has ability to work independently
Sound computer skills on word processing, power-point, and other basic computer software
Ability to work in a complex environment with multiple tasks, able to work in short deadlines with intense pressure
Proficiency in writing technical and programmatic reports that document program directions and results
Strong interpersonal communication and coordination skills
Ability to prepare reports and documents in English and Nepali and perform communication with visitors in good manner
