Experience

  • Supervisory level experience in finance and grants in Asia/Southeast Asia
  • Minimum five years of finance and grants experience with a non-profit organization, or international organization
  • Previous experience with USAID and DFAT funded programs and procedures preferred.

Other:

  • Adaptability and ability to work closely with multinational and Nepalese counterparts. Financial management, accounting, budgeting, and personal skills
  • Strong computer skills required (word processing, spreadsheets, and some database management)


Job Description

Summary of Responsibilities: 

Under the Country Representative's supervision, the Senior Finance and Grants Manager is responsible for managing the financial systems and operations within the Nepal office. S/he assists the Country Representative and Deputy Country Representative in planning and developing financial and administrative systems, policies, and procedures that are consistent with Asia Foundation guidelines and policies. S/he provides technical assistance to TAF/NP’s Finance& Grants unit, and to Foundation grantees. Under the Country Representative's supervision, the Senior Finance and Grants Manager is responsible for managing the financial systems and operations within the Nepal office. S/he assists the Country Representative and Deputy Country Representative in planning and developing financial and administrative systems, policies, and procedures that are consistent with Asia Foundation guidelines and policies. S/he provides technical assistance to TAF/NP’s Finance& Grants unit, and to Foundation grantees.

Relationships:

Internal:

  • Frequent contact with the Country Representative, Deputy Country Representative, senior management and all Foundation staff

External:

  • Regular contact with various Nepal Government officials, donor agencies, NGOs, and other national and international organizations and institutions on matters pertaining to finance and grants

Job Duties and Responsibilities: 

Financial Management and Budget Control:

  • Ensure that financial policies and procedures are refined in accordance with TAF rules and regulations to strengthen effective financial controls
  • Prepare and manage TAF/NP operating budgets, capital budgets and project budgets
  • Control accounting systems to monitor the budget and actual expenditures against all funding sources
  • Monitoring and controlling TAF/NP's expenditures to ensure the integrity of the annual budget
  • Ensure that expenditures are within budgets and in compliance with commitments made in grants and work plans
  • Ensure that adequate systems are implemented to control and safeguard the Foundation’s funds and assets
  • Prepare information as needed to provide the Country Representative with a financial overview to support effective decision making
  • Prepare reports and information required by TAF HQ and other donors. Inform HQ of any discrepancies between country office and HQ records
    Monitor cash flow to ensure that an appropriate amount of cash is maintained in the bank and in the petty cash
  • Ensure proper documentation of all transactions and maintain files of all supporting documentation for accounting entries
  • Ensure proper allocation of expenses to all TAF Nepal projects
  • Prepare reconciliation of all bank accounts
  • Ensure proper coordination under various audit processes (statutory audits, TAF global audits, internal audits and project audits)
  • Ensure proper reconciliation of all balance sheet items (receivables/payables) and timely liquidation of the same
  • Assist the Country Representative in preparation and finalization of Country annual plans
  • Process the monthly spending projections together with analysis of variances between forecasts and actual expenditure
  • Ensure adherence of all requirements warranted under the local laws

Grant Administration & Grantee Review:

  • Ensure that all subawards (grants, contracts and purchase orders) executed are in compliance with TAF Subaward Policies and Donor Compliance requirements
  • Work closely with the Finance Officer and Grants Assistant on activities that will enhance grantee performance
  • Review and advise grantees on accounting systems, procurement policies and procedures, and personnel administration in accordance with TAF rules and regulations
  • Provide relevant training for grantees on financial and administrative issues to maintain financial records, prepare reports, and control budgets, manage procurement, maintain assets inventory, etc
  • Review grantee financial records, make recommendations on discrepancies, and provide suggestions to refine/update policies and procedures

Other:

  • Assisting the Country Representative and Deputy Country Representative on the development of human resource policies that are consistent with and will further the organization's mission, including an effective performance evaluation system
  • Undertake other tasks as requested by the Country Representative for assuring the smooth operation of the Foundation's office and program in Nepal
