This position will oversee all activities implemented under Intermediate Result (IR)3: Increased Family and community Support for  Early Grade Reading project of 16 districts of Nepal. She/He will work with Chief of Party to ensure that IR3 activities are effectively integrated with Intermediate Result 1 and 2. She/He will assist local small grants recipients, including nongovernmental organizations (NGOs), school management committees (SMCs), and parent-teacher associations (PTAs), in designing and implementing community mobilization strategies and guidelines for school community engagement in support of early grade reading interventions.

Terms & Location: This fixed term employment for 3 years based at EGRP Project Office in Kathmandu with frequent travel to project areas.

Key Responsibilities:

  • Oversee development and implementation of a technical assistance package to strengthen community-based school management structures, local government staff and Civil Society Organization (CSO)s  to develop and implement School Improvement Plans and other strategies to promote education access and quality
  • Facilitate identification and provide technical support for methods, potentially including low-cost ICT, to involve community authors and illustrators to develop supplementary reading materials for students in selected languages for using at home and school, as a complementing instruction;
  • Support design and implement awareness and advocacy campaigns (using a Social and Behavior Change Communication, SBCC, methodology) to promote the use of selected language of instruction, specifically as related to early grade reading
  • Lead training and capacity building of small grant recipient
  • Facilitate and promote use of community-based strategies to promote after-school activities where reading instruction in local language is supported with the help of community members;
  • Liaise and coordinate with the relevant agencies of the Ministry of Education to ensure coordination of communications and small grants with MOE Priorities.
  • Identify risks and challenges in EGRP implementation and management, and propose solutions working closely with Plan management teams in Nepal and USA.

Knowledge, Skills and Behaviours required to Achieve Role’s Objectives:

  • Master’s Degree or equivalent in education, social work, or related field
  • At least 5 years of experience designing and leading capacity building strategies for CSOs and community-based organizations and providing community mobilization direction and capacity building for improved educational outcomes.
  • Experience in management roles of large donor-funded grants and/or contracts (such as bilateral or multilateral donors)
  • Experience in early grade reading or community literacy with social and Behavior Change Communication (SBCC) methodology preferred
  • Computer skills and mastery of Microsoft Office suite, especially Word and Excel
  • Oral fluency in English and Nepali Language for communication, and also report writing skill in English is a must.


Physical Environment and Demands:

  • Based in Kathmandu, Nepal, with travel to the project areas
  • Work with multi-culture and multi-lingual staff/team members

Level of Contact with Children:

  • Mid contact: Occasional interaction with children
