Trafficking in Persons (TIP) is a global problem that is multidimensional and multisectoral and thus is a complex issue that requires multi-disciplinary solutions with many stakeholders. Nepal is a source, transit, and destination country for sex, labor, and organ trafficking. The 2018 “Walk Free Foundations Global Slavery Index” revealed that two-third out of 40.3 million people around the world who have been living under the modern slavery are in Asia and the Pacific. Out of them 70 percent are women and girls. According to that data 6 percent of total population of Nepal are compelled to live under modern slavery (Walk Free Foundations Global Slavery Index can be accessed here). The Hamro Samman project is a five-year program generously supported by the American people through the United States Agency for International Development (USAID) and the British people through the United Kingdom’s UK Aid and implemented by Winrock International. It seeks to build the capacity of and facilitate coordination among the Government of Nepal (GON), civil society, and private sector to combat human trafficking in Nepal.

Contract Length: 12 months

Background:

Nepal is a source, transit, and destination country for sex, labor, and organ trafficking. A 2014 report estimates that 230,000 Nepalis are subject to slavery at any given time, and nearly 30 percent of the economically-active population is unemployed or underemployed.1 The Hamro Samman project is a five-year program generously supported by the American people through the United States Agency for International Development and the British people through the United Kingdom’s Department For International Development and implemented by Winrock International. It seeks to build the capacity of and facilitate coordination among the GON, civil society, and private sector to combat human trafficking in Nepal.

Position Summary: 

The Research Coordinator will provide technical support and oversight to policy and action-oriented monitoring and research by project staff, grantees, CSOs and international partners to strengthen local capacity to inform policy around counter trafficking in persons (CTIP) efforts in Nepal. S/he will support project partners and grantees to develop a project learning agenda, and to design and implement international and local level research to contribute to evidence-based policy advocacy and global learning. The Research Coordinator will have a deep understanding of the drivers of human trafficking and unsafe migration, and an in depth understanding of quantitative and qualitative research methodology. The Research Coordinator will have an enthusiasm for sharing learning and providing evidence to drive the project forward to achieve meaningful and sustainable impact that reduces human trafficking.

Essential Responsibilities: 

Research Design and Implementation:

  • Provide support to program research, mapping activities and assessments, advising on methodology, key research questions and target groups and key informants
  • Advise the program team on program’s strategic approach to enhancing research and evidence in collaboration with key stakeholders
  • Provide technical input and guidance to implementing partners and grantees around research and learning activities and oversee the implementation of research grants to international and national organizations to ensure quality
  • Provide training on research design, data collection, and data analysis as needed to partners (Government and civil society) and staff

Knowledge management:

  • Track relevant data, best practices and lessons learned from other USAID regional CTIP projects and other country level initiatives to ensure that information and learning is informing research and programming
  • Contribute to work plans, success stories, and communication material
  • Identify key learning opportunities across components
  • Contribute to the design of the learning agenda as well as assist in organizing annual learning summits, including follow up of the implementation of the Learning Summits’ Plans of Action

Data collection, analysis and reporting:

  • Contribute to quarterly and annual reports to USAID;
  • Keep up to date on information related to human trafficking such as online data, publications, research, etc. and keep the project team informed
  • Provide technical input and support on the development of the M&E data collection and analysis
  • Provide technical support to data analysis by CSO and Government partners and in particular in relation to the electronic Victim Case Management System and the to-be-developed Integrated Data System for the government of Nepal

Team collaboration and coordination:

  • Collaborate with other project staff, stakeholders to deliver far-reaching results and impact in line with program expectations
  • Provide technical support on program activities to ensure the quality, timeliness, and efficiency of all products and activities
  • Assist program staff, partners on activities related to learning, research, assessments and evidence gathering
  • Other duties as assigned

Qualifications: 

  • Education: Bachelor’s degree in international relations, social science, social research, political science, or other related field
  • Technical: Minimum of five (5) years of experience in information management, organizational learning, analysis, facilitation, strategic communications and research

Experience:

  • Excellent research and analytical skills as well as relevant experience implementing human rights or related development projects
  • Experience in designing and conducting human trafficking field research
  • Experience facilitating learning, collaboration and knowledge management
  • Familiarity with monitoring & evaluation, complexity theory, and systems thinking preferred
  • Experience in interviewing trafficking victims is highly preferred.

Skills/Knowledge:

  • Report writing, analysis of information from different sources, critical thinking, planning and scheduling,
  • Knowledge on different qualitative and quantitative research and methodologies.
  • Knowledge on statistical and graphical analysis of data and its interpretation, synthesis and evaluation.
  • Strong training and presentation skills, with the ability to represent the project in public forums
  • Excellent written and oral communication skills in English and Nepali required

Core Competencies:

  • Professionalism: Excellent research skills and strong knowledge of counter human trafficking and foreign labor migration
  • Planning & Organizing: Ability to plan work and manage conflicting priorities
  • Communication: Excellent spoken and written communication skills, including the ability to liaise with technical staff and present information in a clear and concise style. Excellent presentation skills. Fluency in written in English and Nepali. Ability to draft and write reports. Advanced computer skills, particularly in the MS Office suite of programs.
  • Teamwork: Good interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity
  • Analytical skills: Ability to analyze information and solve problems with excellent attention to detail
