It seeks to build the capacity of and facilitate coordination among the GON, civil society, and private sector to combat human trafficking in Nepal.

Job Description

Terms of Reference: Consultant for Rapid Assessment of Entertainment Hotspots in Province 5 and Sudurpaschim Province

Background:

    The Hamro Samman project is a five-year project generously supported by the support of the American people through the United States Agency for International Development (USAID) and the British people through the United Kingdom’s Department for International Development (UK aid) and implemented by Winrock International. Its goal is to reduce the prevalence of trafficking-in-persons (TIP) in 10 strategically selected districts of Nepal. Using the ‘4Ps’ framework – Prevention, Protection, Prosecution and Partnership, the Hamro Samman project will bring together various stakeholders and implementing partners to reduce the prevalence of trafficking-in-persons through three objectives:

    • Objective 1: Strengthening federal, provincial and local Government of Nepal (GON) efforts to combat TIP,
    • Objective 2: Improving Civil Society Organization (CSO) advocacy and engagement to address TIP and 
    • Objective 3: Increasing private sector partnerships (PSPs) to service TIP survivors and at-risk populations.

    Nepal is a source, transit, and destination country for various forms of human trafficking like sex, labor, and organ trafficking. A 2014 report estimates that 230,000 Nepalese are subject to slavery at any given time, and nearly 30 percent of the economically active population is unemployed or underemployed. The Hamro Samman project aims to leverage the considerable experience of Biswas Nepal in the entertainment sector in Kathmandu. Through various activities like creating strong collaboration between local governments, civil society and private sector, Biswas Nepal will work to reduce risk of trafficking in the entertainment sector

      Biswas Nepal is established by restaurant workers and is dedicated to social justice. It has a vision to establish entertainment Sector (dance bars, Dohori Saanjh, cabin restaurants, small hotels and massage parlors) as a respectful and prestigious profession.  It supports restaurant workers to advocate for their rights. Hamro Samman has partnered with Biswas Nepal to advocate for and work toward a dignified and safe environment for entertainment sector workers to help reduce their vulnerability to TIP. 

        Purpose of Assignment:

          Biswas Nepal seeks a Research Consultant to assess the needs and perceptions of different stakeholders about entertainment sector, collect different issues and concerns of risk factors and vulnerability inside entertainment sector, and collect inputs and feedback from entertainment sectors workers, entertainment businesses and local and provincial level authorities and then based on the information received; make recommendations for interventions and implementation of programs to help reduce incidences of vulnerability and TIP in the entertainment sector through collaboration between GoN, entertainment sector workers, CSOs and the private sector.

            This recommendation will be used while working in issues related with entertainment sector and the district level Kathmandu GoN task force to monitor the entertainment sector business and bringing in input to the process from entertainment sector workers, survivors, and private sector employers. 

              The overall purpose of the rapid assessment of entertainment hotspots is to study the prevalence of the number of entertainment business, different types if entertainment sectors in province 5 and Sudurpaschim province, vulnerable or risk situation of workers inside the entertainment business, prevalence of minors inside the entertainment sectors, prevalence of men and women and their perspective/ feedbacks about working inside the entertainment sectors. Perspective will be collected from entertainment business owners, local and provincial level authorities and then, based on the information received, make recommendations for interventions to help reduce incidences of TIP in the entertainment sector through collaboration between GON, entertainment sector workers and CSOs, and the private sectors.

                Scope of work:

                  The consultant will 

                    • Submit proposal (including methodological, financial and technical aspects) to Biswas Nepal after the ToR is shared to the consultant
                    • Participate in initial meetings with Biswas Nepal and Winrock International Hamro Samman for detail discussion about the assessment
                    • Develop rapid assessment plan with technical support from Hamro Samman’s Research Coordinator.
                    • Discuss and develop appropriate methodologies, tools and techniques for data collection that suits overall purpose of the assessment
                    • Coordination and collaboration with Hamro Samman (staff based locally), Local CSO partner, Local Government, provincial level authorities (example- Chief District Officer, District Police Office), entertainment sector workers and entertainment sector businesses
                    • Conduct data collection (Participatory Rapid Appraisal) in Dhangadi (Kailali) the capital of Sudurpaschim Province and in either Nepalgunj (Banke) or Butwal (Rupandehi) in Province 5
                    • Analyze the collect data on needs, perceptions, inputs and feedback from entertainment sector workers, entertainment sector business and local and provincial level authorities
                    • Provide report of actual situation of AES and AES workers in the above-mentioned districts. Share comparisons to those in Kathmandu and other areas with AES sector in Nepal
                    • Make appropriate recommendations for program implementation to Biswas and other relevant stakeholders regarding the current situation in the study areas

                                      Expected Deliverables:

                                        • Consultant should submit a detail proposal (including the methodology, detail timeline from March to April, key questions, financial breakdown, questionnaire for the assessment etc.) prior to the rapid assessment to Biswas Nepal
                                        • Submit a draft report and then a final report in both English and Nepali

                                            Duration of the assignment:

                                              • The total durations of the assessment will be 25 working days (over a period of 8 weeks from signing the contract)
                                              Reporting:

                                                The report will be finalized in English and translated into Nepali. The results of the report will be shared, as appropriate, at the provincial and local levels and used to guide Hamro Samman’s entertainment sector work in those geographical areas.

                                                  Consultant will submit the following documents

                                                    • Draft Report (multiple revisions may be needed to be submitted)
                                                    • Final Report in English and Nepali
                                                    • Financial reporting for payment

                                                          Focal person for this rapid assessment will be Executive Director from Biswas Nepal, working in close coordination with the Grant Focal Person and Research Coordinator from Winrock International.

                                                            Payment Process:

                                                              The total amount of the assessment will be NPR 250,000 in lump sum including applicable taxes.

                                                                • A sum of 40% advance will be provided upon approval of the detailed proposal.
                                                                DSA and travel expenses will be provided by Biswas Nepal

                                                                  The remaining 60% of the payment will be done upon the submission of the deliverables and the following documents:

                                                                  • Invoices and financial report
                                                                  • A draft report
                                                                  • Final Report (in English and Nepali)

                                                                    Payments will be done after deducting taxes as per the law of the Government of Nepal.
