About the Project: Plan International Nepal is sub-contractor of the Nepal EGRP, funded by USAID, in consortium led by RTI International. The project aims to address the reading gap among the youngest learners by supporting the government of Nepal, school, parents and communities to bring improvements in Early Grade Reading in Nepali languages. Plan International Nepal’s role in consortium is to lead the community mobilization and support activities, which will build capacity of parents and community organizations to help their children learn to read. The project is implementing in 16 districts of Nepal.

 

Purpose: The position holder will be responsible for management of activities under Intermediate Result 3 (Increased Family and Community support) for project at regional level. S/he will coordinate and facilitate understanding on the importance of children reading in their language of understanding among parents and communities, as well as engage parents and community-based organizations in evidence-based practices to support young readers. S/he will mainly guide the regional team in supporting community level organizations, district education committees, and local grant recipient NGOs for the effective implementation of EGR activities in communities and schools.

 

Term and Location: Fixed term employment till 31 December 2019 based in and co-located at RTI/EGRP Regional Office, Itahari, Sunsari.

 

Required Qualifications & Experiences:

  • Master’s Degree in Education, Social Work or in relevant field.
  • At least 4 years of relevant experience in providing community mobilization, direction and capacity building for improved educational outcomes.
  • Experience in designing and leading capacity building strategies for CSOs and community- based organizations.
  • Experience in coordination and facilitation roles of large donor-funded grants and/or contracts.
  • Experience with the USAID funded project would be an asset.
  • Experience in Early Grade Reading, Social and Behavior Change Communication (SBCC) or Community Literacy Programmes preferred.
  • INGO work experience preferred.

 

Key Responsibilities:

  • Support to ensure technical quality of community engagement, parent support, communications and capacity building of small grant recipients for the project.
  • Coordinate with district based NGOs, district education office and other relevant stakeholders and establish good working relationships with them for the promotion of the EGRP.
  • Guide and support the regional team in identifying potential sub-grantees and building the technical and management capacity of selected sub-grantee NGOs and CSOs.  
  • Support and facilitate local level institutions to incorporate early grade reading component in their regular plan and policy.
  • Support to develop supplementary materials, outreach through government, partners and networks to identify successful NGOs to participate in panel.
  • Support NGO grant recipients to strengthen capacity of Parent Teachers Association (PTA)/School Management Committee (SMC) to contribute to quality reading instruction increased in target districts.
  • Ensure PTA/ SMC and Resource Centers (RCs) hold community events in support of EGRP.
  • Support and supervise teacher training and capacity development programs in the region.
  • Facilitate the coordination of district based monitoring mechanisms and support the harmonization of family and community support for early grade reading interventions.
  • Support field based activities such as baseline, mid-line and end line and assessment, surveys, and piloting and research activities in the district.
  • Coordinate and support to other EGRP staffs (M&E) to maintain student’s database, M&E system and student progress tracking
