Project: Education and economic recovery of the COVID-19 affected population in Marin Rural Municipality of Sindhuli district Nepal
Duty Station: Field Office, Marin RM, Sindhuli
Working Area: Marin RM of Sindhuli district 
Contract Type: Fix term regular staff

Expertise

  • Bachelor Degree in Civil Engineering with around 1 year experience or Bachelor Degree in any subject after Diploma in civil engineering (Sub-engineer) with three year of experience in relevant field. 

General Responsibilities

The main responsibility of Project Officer (PO) is to support for developing the plan in community and exploring the opportunity, strength and challenges of the project activities. Project officer should support in planning, implementation and conducting the project related works at the project level. The PO should lead technical aspect i.e. structural development (hardware activities). The position requires extensive field work and movement in all communities of project area.

Detailed Objective and Tasks

Implementation and Stakeholder coordination:

  • Support to PC to Coordinate with district line agencies, local government authorities (Rural/Municipality), communities and all local stakeholders to run the program smoothly
  • Perform market research to identify new opportunities and engage with executives to establish strategies for pursuing those new opportunities
  • Ensuring continuous communication and sharing project information with right holders and communities’ representatives regarding the implementation of works and in order to ensure a flawless progress of activities
  • Liaise with all project staffs to ensure that project interventions in timely with concrete project plan and budget as per finalized project documents
  • Ensure project development strategies are implanted in the organization and at project level 
  • Liaise with the other organizations implementing similar project to learn, effective implementation and avoid the duplication.
  • Support PC and also act as M&E officer of the project
  • Technically sound in design and estimate of civil work, AutoCAD, technical support and supervision of construction work, construction measurement and valuation for the construction as per the budget ceiling of the project
  • To prepare certificate of completion of construction of the structures in the project implementing areas

Capacity Development: 

  • Develop capacity of project team, right holders and stakeholders by conducting or using resource person on different types of activities based on project theme.
  • To actively engage in the implementation of the project activities, beneficiary selection process under the guidance of PC
  • Continue support to skill and semi skill labour for construction works and ensure proper safety protocol application during construction

Planning, Supervision and Monitoring of field activities:

  • Conduct effective monitoring of each activity regularly which ensure to meet the goal and outcome of the project
  • Manage the project budget and ensure project expenditures are in-line with agreed project plan and budget
  • Ensure the timely implementation of field works as per the predefined schedule.
  • Prepare case studies both positive and negative with special focus on lesson learning 
  • Monitor the conformity of the field works (trainings, field visits, meeting, etc) with the standards of organization, and as per the agreed activity planned and contracts.
  • To conduct household visits, focus group discussions and key informant interviews upon the request of organization or PM/PC 
  • Prepare monitoring/evaluation tools and indicators to measure the output/outcome of the project
  • To check the quality of construction materials and already completed construction works.

Data collection and reporting 

  • Ensure effective communication between the organization or project teams through line manager on any new developments, possible problem or conflict during the activities and important decisions and directives 
  • Maintain project related disaggregated beneficiaries' database with pre-intervention database (baseline) for the purpose of organizational level reporting 
  • Prepare monthly/quarterly/annual progress reports of project related with business development
  • Ensure effective communication between the organization, project teams and report immediately on any new developments, changes, financial aspects and important decisions and directives
  • To conduct frequent field visits, focus group discussions and key informant interviews
  • Should be able to implement the activities based upon the tele-work policy of the organization in this pandemic situation of COVID-19.  

Competence: 

  • Construct Project Management: Sound management knowledge and skills of construction works including design, estimate, construction supervision and monitoring, technical support, measurement and valuation. 
  • Expertise: Sound knowledge of civil works for inclusive, safe, and disable and child friendly school’s infrastructure development and repair and maintenance works in schools and communities. 
  • Language: Ability to write clearly and concisely in English and Nepali
  • Communication: Sound communication skills, managing work relationships (internal/external), coordination and networking. 
  • Proven IT skills: Word, Excel, AutoCAD or other engineering designing software Outlook, PowerPoint, open access M&E tools and skill of computer applications (Eg. Kobo tool)
  • Two wheelers driving license required (mandatory).
