ROLE PURPOSE:
The Program Officer is overall responsible for planning, implementation, monitoring and reporting of Maternal Newborn Child Health (MNCH) project activities in Kailali and Dang district of Far and Mid-Western region of Nepal. In addition, he/she provides technical assistance to District (Public) Health Office (D(P)HO), Health Facilities(HFs) to implement and monitor the MNCH activities. Likewise, he/she establish and strengthen good coordination with government counterparts like D(P)HO, District Development Committee (DDC) and supporting agencies in the districts. He/she ensure functional reporting and logistics supply system of D(P)HO and HFs for quality and timely service delivery of MNCH program.
KEY AREAS OF ACCOUNTABILITY:
Planning, implementation and monitoring of the project interventions
- Conduct district level planning
- Prepare DIP and phased budget of MNCH project in the district with full participation of government counterparts and project team
- Ensure timely implementation and budget utilization of project interventions as per DIP and phased budget prepared for the district
- Conduct random monitoring of activities being implemented to be sure that activities are implemented as per standards
- Conduct technical support visits to health facilities, community health workers, FCHVs, pregnant women, and postpartum mothers and ensure the quality of services.
- Ensure CB-IMNCI plan has incorporated in DDC annual plan for coming year.
Coordination and technical Support to D(P)HO for smooth operation of MNCH Program
- Establish good coordination with D(P)HO, HFs and development partners in the district for smooth implementation of the project interventions.
- Coordinate with other existing External Development Partners (EDPs) who are working in the district to bring synergy in the program.
- Provide technical support to D(P)HO and HFs for maternal, newborn, child health program planning and implementation.
- Provide continual support for the timely implementation of CB-IMNCI program, and other MNCH activities in the district
- Ensure the timely and quality supply of essential health commodities and materials of CB-IMNCI.
Reporting and documentation of the project interventions
- Prepare various project reports of the program as per requirement of government, Save the Children (SC) and donor
- Identify case studies, promising best practices and lesson learnt in relation with program interventions and coordinate with Sr. PC – MERCK at CO for documentation
- Develop and process Memorandum of Understanding (MOU)/ non budgetary agreement with D(P)HO.
- Prepare and submit monthly, quarterly, semiannual and annual report to Sr. PC
Technical support for quality program implementation
- Facilitate/participate in meetings, trainings and workshops in the district and provide technical support in regard to MNCH program.
- Support HFs, CHWs/FCHVs in recording, reporting, and also ensure that data is being collected at health facilities and reported to the district routinely and ensure the quality of the collected information.
- Ensure timely collection of accurate, complete, consistent data and reported to higher health facilities from FCHV/CHWs and health facilities.
- Participate in monthly meetings at VDC and Illaka level to provide technical support and necessary constructive feedback.
- Support Sr. PC Health & Nutrition in preparation of reports.
QUALIFICATIONS AND EXPERIENCE
Qualifications
- Bachelor in Public Health (BPH) or Bachelor in Nursing (BN)
Total work experience (In year):
- +3 years in health sector
Relevant experience (In Year):
- + 1year in CBNCP or CB-IMCI or CBIMNCI
Skills:
- Ability to work in remote, complex environment with multiple tasks, short deadlines and intense pressure to perform
- Proficiency in writing technical and programmatic reports that document program directions and results
