Job Description

Reports to : Program Coordinators and Shelter officer-Oxfam /Executive Director

Managing Staff: Technical Officers and Social Mobilizes

Job Purpose: A Mobile Team comprising Project Engineer, Technical Officers, Social Mobilizes and Trained Masons will be provisioned to conduct door to door campaigns for providing technical assistance and awareness raising to the beneficiaries who are planning to construct their houses or are under construction phase. This support should be provided at local level and should cover technical, social, financial and policy/procedural aspects of the reconstruction.
The primary purpose of the position is to enable earthquake affected families to rebuild houses complaint to government minimum requirements (MRs).

Roles and Responsibilities: 

  • Lead and supervise the mobile technical team i.e. Technical officers, Social mobilizes and masons at field level
  • Ensure proper planning, conducting, documenting and reporting the field level activities assigned by office
  • Assign day to day task to field staff and update the day wise progress from the team
  • Keep and maintain the time sheet of mobile technical team
  • Make the field visit plan to assist field team and maintain field visit report
  • Carry out field visit to provide technical supervision to housing construction of affected people
  • Provide information on technical, social, financial and policy procedural of housing reconstruction to field staff and to community
  • Collect frequently asked questions, raise technical issue to concern authority and share technical solutions back to the households
  • Carry out design and estimate of houses under earthquake resistant building technology when needed
  • Facilitate affected people to get remaining trenches of housing grants
  • Maintain proper documentation, a form is filled with personal details of the beneficiary supported, GPS Location of the house and other technical details of the building for future reference
  • Coordinate with DLPIU engineers, local elected body, HRRP and other Partner Organization to facilitate affected people on reconstruction of houses
  • Manage, run and provide required service from the information centers
  • Prepare and provide concise progress reports to Oxfam and its Partners
  • Perform any other duties as assigned by the Oxfam and Partners

Skills and Competencies

  • Bachelor’s degree in Civil Engineering or equivalent educational background at least with 2 years experience preferably in earthquake resistant building construction and supervision
  • Good communication skills, ability to convey complex information in a straightforward, interesting way 
  • Experience in data entry and database management (Excel) 
  • Strong interpersonal skills to establish and maintain effective working relations with multicultural and multi ethnic community.
  • Capacity to communicate technical topics in an easily understandable way and have capacity to stay in community
  • Oral and written communication skills in both Nepali and English
  • Experience and commitment to promote equity, gender and diversity
