Together with the Government of Nepal (GoN), civil society, and the private sector, FHI 360 works collaboratively in the areas of HIV, family planning (FP)/reproductive health (RH), health security, antimicrobial resistance, nutrition, COVID-19 response, procurement, and supply chain management, local capacity strengthening, civil society and media strengthening, governance reform and the environment and climate change.

  • Masters’ degree or its international equivalent in public health, behavioral, life/social sciences or other fields related to international development.
  • Eight or more years of experience managing large, complex and comprehensive HIV service delivery projects particularly USAID-funded projects. Experience on health or other emergency response will have an additional value.
  • Excellent written and oral communication skills as well as strong public presentation skills, including the ability to represent the project to key stakeholders.
  • Strong negotiation skills and experience handling complex project and contractual negotiations.
  • Solid experience working in a non-governmental organization – preferably with a focus on HIV or sexual and reproductive health service delivery.
  • Demonstrated experience preparing annual work plans and directing teams to complete objectives/activities on time within budget while meeting high quality standards.
  • Established communication, networking, relationship and partnership development and management skills with the government and non-government stakeholders.
  • Excellent problem solving, program management, program implementation and monitoring skills.
  • Maturity and ability to manage multiple tasks and to maintain composure under stressful situations, and tight deadlines.
  • Ability to work well with others and to develop and maintain positive working relationships.
  • Proactive and independent approach to work with willingness to undertake additional responsibilities.
  • Proven ability to work efficiently and effectively in virtual/digital environment.

Job Description

The Project Director, with the guidance and supervision from Country Director, will provide overall strategic, managerial and technical leadership for the project including COVID-19 emergency response, oversee all aspects of project implementation, including program quality, personnel and financial management, and serve as the point of contact with USAID/Nepal, global EpiC Project team and government and non-government stakeholders.

Key Responsibilities:

  • Direct overall project goal, strategic approaches, design, planning, implementation and monitoring, Provide strategic, managerial, technical leadership and management oversight to the project including COVID-19 emergency response.
  • Oversee all aspects of project implementation, including program quality, personnel and financial management.
  • Foster innovation and new ideas including digital solutions for better targeted, and more cost- efficient and effective strategies to reach 95-95-95 and ending AIDS as public health threat by 2030.
  • Ensure that all deliverables and targets agreed upon with USAID are met with high quality, on budget and on time.
  • Ensure all the technical products, deliverables, reports and documents are with high quality standards.
  • Ensure timely and adequate implementation of project activities, monitoring, recording and reporting of the project.
  • Collaborate, coordinate, facilitate and support for PEPFAR Asia Regional Operational Plan (ROP) process.
  • Lead and provide oversight and direction in design and development of annual work plans and budgeting for timely submission to and approval by USAID to implement those plans.
  • Lead, coordinate and collaborate for designing, planning, implementation and monitoring of COVID-19 emergency response.
  • Serve as a point of contact with USAID Nepal and global EpiC project and ensure communications flow smoothly by maintaining a collective and collaborative approach.
  • Oversee technical reviews, including outside evaluations if any, and manage indicated changes in program direction and focus as well as improvement in quality.
  • Ensure and manage technical assistance form global and regional teams to ensure technical quality of the project activities, services and deliverables as well as meeting the targets.
  • Ensure solid and regular communication, engagement with, monitoring, onsite supportive supervision, coaching and mentoring of implementing partners, and providing them technical guidance and oversight to ensure optimal contribution in the project and reach 95-95-95 and ending AIDS as public health threat by 2030.
  • Oversee monitoring and evaluation systems, ensuring that program is adequately monitored, assessed and routine program data and information regularly analyzed and used for quality improvement and program planning.
  • Guide technical and organizational capacity building initiatives with local partners and senior staff ensure delivery of high-quality training, technical assistance, and reports.
  • Develop, manage and maintain coordination, communication, collaboration and networking among a variety of stakeholders, partners, governments, civil society, networks, and national and international non-governmental organizations working in HIV programs.
  • Keep updated on state-of-the-art global technical advancements in public health, HIV, COVID-19 response and ensure knowledge management within the project team.
  • Serve as a member of the FHI 360 Nepal Senior Leadership Team and provide input and assistance to the management of the country program, develop country program strategy, business plans, operational plans and budgets.
  • Perform other duties assigned by Country Director or global EpiC project backstop.
