CRS is an international NGO based in the United States that works in over 100 countries to promote human development by responding to major emergencies, fighting diseases, poverty, and nurturing peaceful and just societies. CRS Nepal has been implementing emergency response and recovery (Including COVID-19) program in Nepal, and further plans to extend sustainable livelihood development program in various districts of Nepal. Additionally, CRS is implementing USAID supported livelihood technical assistance program Farmer to Farmer (F2F) in Bagmati Province, Province 5, Karnali Province and Sudurpaschim Province. The Housing Recovery and Reconstruction Platform (HRRP) led by CRS Nepal since March 2017 has been providing coordination support services across 32 earthquake affected districts. CRS Nepal is currently expanding its support to address the Covid-19 economic recovery needs for the vulnerable households in Palpa and Gorkha districts. Further, CRS Nepal plans to expand community resilient program through the implementation of Shelter, WASH and Sustainable Agriculture Livelihoods in the western earthquake affected districts of Nepal.

Job Location: Kathmandu

You will manage, coordinate, and monitor project activities and relationships with partners and other project stakeholders to assist the achievement of the John Ogonowski and Doug Bereuter USAID Farmer to Farmer Program’s objectives project objectives advancing CRS’ work serving the poor and vulnerable. The Project Director will manage the project cycle of F2F programming in Nepal. Your project management skills and knowledge of the program area will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of this project. This is a Key Personnel position and reports to the global F2F Deputy Project Director based in Nairobi, Kenya with a functional line to the CRS Nepal Head of Programs. S/he will manage a small team of qualified national staffs with appropriate technical, managerial and human relations skills. 

Job Responsibilities:

  • You will lead technical, budget management, monitoring and reporting activities through most of the project cycle - start-up, implementation and close-out - in line with CRS program quality principles and standards, donor requirements, and good practices. 
  • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
  • Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities following MEAL Policy. Proactively identify issues, report them to inform adjustments to plans and implementation schedules. 
  • Engage and strengthen partnerships relevant to F2F applying appropriate application of partnership concepts, tools and approaches. 
  • Identify the host organizations with whom CRS can have a long-lasting relationship and that meet the goals of the project as well as further CRS Nepal country strategy. Coordinate relationship-building efforts including host visits, conference calls and other contacts, applying CRS partnership principles, concepts, tools and approaches. Coordinate the identification of staff capacity and technical assistance needs of host organizations and capacity strengthening and required interventions to support quality project implementation.
  • Represent the organization with USAID Mission in Nepal, USAID Implementing partners meetings, INGO working groups, relevant local partners and national, district and local Government of Nepal officials, key US agricultural development stakeholders and other relevant stakeholders in both the US and Nepal.
  • Represent CRS Nepal to F2F partners and the key agricultural sector actors of Nepal including key donors. Play an active role in positioning CRS as a lead agriculture actor, including contributing to advancing the country program strategy. 
  • Coordinate activities required for ensuring the financial, material and human resources for the quality implementation of the project. Conduct periodic budget reviews and follow-up with partners on timely submission of financial reports to facilitate proper tracking of resource use.
  • Identify staff capacity needs and technical assistance needs of partner organizations and contribute to capacity strengthening and required interventions to support quality project implementation. 
  • Assist with preparation of trends analysis reports and disseminate results. Review project documentation to ensure project file is complete with all required documentation and is filed per agency and donor requirements.

Basic Qualifications:

  • Master's Degree in Agriculture, International Development, Program Management or related area is required.
  • Minimum of 5-6 years of program management experience.
  • Good communications and relationship management skills and the ability to work closely with local partners, and other stakeholders is required.
  • Experience contributing to the development of technical proposals is a plus
  • Experience managing USAID grants is a plus
  • Experience working with CRS is a plus

Preferred Qualifications:

  • Staff supervision experience.
  • Experience working with stakeholders at various levels and strengthening community partnerships.
  • Ability to contribute to the development of technical proposals, a plus.
  • Experience analyzing data and contributing to evaluation reports.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
  • Candidates with Gender Equity Social Inclusion (GESI) diversity is a plus, including gender (female, other); marginalized groups; persons with disability; and, origin from geographic marginalized location
  • Local expertise w/ permanent address in project location (provinces 3, 5, 6 and 7) and local language competency is a plus (excluding KTM Valley)
