Location: HR3 project field office, initially serving Rasuwa and Nuwakot, with travel between municipalities and potential deployment to Dhading.
Reports to: Project Implementation Lead
Supervises: Community mobilizers, partner field personnel, volunteers, enumerators or short-term staff assigned to the function; no permanent direct reports initially unless approved
Travel / deployment: Extensive (normally 70% or more) across remote project communities.

About the Project
Habitat for Humanity Nepal works with communities, governments and partners to advance safe, adequate and resilient shelter and housing. Following the 2026 flash floods, the Humanitarian Response, Recovery and Resilience (HR3) Project supports a pathway from emergency shelter to early recovery and safer, climate- and disaster-resilient housing. Initial implementation will focus on Rasuwa and Nuwakot, with Dhading or other approved affected locations added as needs and funding evolve.

Position Overview
Lead the community-facing and partner implementation functions of HR3 so that affected people shape the response, assistance reaches priority households transparently, and shelter and recovery activities are delivered safely and on time. The role connects communities, local governments, partners and Habitat’s operational teams while protecting accountability, inclusion and social cohesion.

Essential Duties and Responsibilities:

Education, Professional Experience, and Skill Sets

Assessment, targeting and community engagement
Plan and facilitate rapid and detailed needs assessments, household verification, community mapping and consultations with MEAL and technical colleagues.
Apply approved vulnerability and eligibility criteria transparently; document inclusion and exclusion decisions, manage duplication checks and support an accessible appeals process.
Develop site-level engagement plans covering information sharing, participation, feedback, protection risks, consent and communication with people who face access barriers.
Facilitate household and community decisions on emergency, transitional, cash/rental/repair and recovery options without coercion or promises beyond approved resources.
Support formation or strengthening of representative community structures, ensuring meaningful participation by women, persons with disabilities, older people, displaced households and marginalized groups.

Field implementation and partner management

Translate the project workplan into daily and weekly field schedules and coordinate assessments, distributions, cash processes, construction support, trainings and handovers.
Guide partner and community mobilization teams, clarify standards and deliverables, observe performance and agree corrective actions with the Project Implementation Lead.
Coordinate safe distributions and community activities, including crowd management, accessible information, referral arrangements, help desks and post-activity follow-up.
Support households to understand shelter use, maintenance, safe construction, rental or repair conditions and grievance options.
Identify community tensions, land/tenure concerns, access barriers, misinformation and protection risks early and coordinate appropriate mitigation or referral.

Recovery and resilience

Facilitate participatory settlement and recovery planning with communities and local governments, ensuring risk information and diverse household priorities are reflected.
Mobilize local skills, volunteers and community contributions only where voluntary, safe, inclusive and clearly documented.
Coordinate community-based DRR, preparedness, safe-shelter and maintenance awareness activities with the Engineer and government technical teams.
Support responsible project transition, handover and community ownership, including clear communication of timelines and limits of assistance.

Coordination and stakeholder engagement

Serve as the day-to-day field liaison with municipalities, rural municipalities, wards, LDMCs, community leaders and approved local partners.
Coordinate with DDMCs, the Nepal Shelter Cluster and other agencies at field level to exchange verified information, reduce duplication and address referrals.
Maintain stakeholder and service maps and convene practical coordination meetings with clear decisions, owners and due dates.
Work closely with the Engineer on site feasibility and construction sequencing, MEAL on data and accountability, and Finance/Admin/Logistics on distributions and cash documentation.
Monitoring, reporting and learning responsibilities
Maintain accurate, timely field records, attendance, consultation notes, household documentation, referral logs and partner activity reports using approved tools.
Review disaggregated participation and reach data with MEAL and act on exclusion, dissatisfaction, duplication or access gaps.
Provide concise weekly progress, risk and decision updates and contribute verified content to donor/government reports and learning reviews.
Document implementation learning, community preferences and unintended effects and convert them into proposed operational improvements.

Education and Professional Qualification

Bachelor’s degree in social sciences, development studies, disaster management, social work, public administration or a related field.
Relevant practical experience may substitute for part of the academic requirement where permitted by Habitat Nepal recruitment policy.
Fluency in spoken and written Nepali and working proficiency in English.

Professional Experience

At least five years of community-based project experience, including at least two years in humanitarian response, early recovery, disaster-affected settings or similarly complex field operations.
Demonstrated experience in participatory assessment, transparent household targeting, social mobilization, partner coordination and local-government engagement.
Experience coordinating distributions, cash/rental/repair assistance, shelter/housing or another time-critical field intervention.
Experience managing community complaints, sensitive information and conflict or exclusion risks.

Technical and Functional Skills

Community engagement and accountability; facilitation; vulnerability analysis; partner accompaniment; conflict sensitivity; protection and inclusion mainstreaming.
Strong field planning, follow-through and practical problem-solving under changing access and weather conditions.
Respectful negotiation and communication with affected people, elected representatives, technical officials and diverse partners.
Accurate documentation and proficiency with mobile data tools, Microsoft Office and collaborative platforms.
Personal resilience, cultural humility, sound judgment and willingness to challenge exclusion or unsafe practice.

Preferred / desirable experience

Experience in Nepal’s hill/mountain districts, displacement contexts or owner-driven shelter/housing recovery.
Knowledge of local disaster-management structures, social protection, land/tenure issues or cash-based programming.
Experience supervising volunteers or partner field teams and communicating in a local language of the project area.
