Provide leadership in the coordination and delivery of DFID funded FP2020 Accountability Programme. She/he will be responsible for developing of Theory of Change, implementation and reporting of FP2020 programme components in line with the approved project proposal, detail Implementation plan (DIP) and Grant Agreement Documents, following the Child Centered Community Development (CCCD) approach. She/he is responsible for the high quality and timely delivery of the project according to the objectives and approach described in the proposal and contract documents and to the satisfaction of project stakeholders.

Required Qualifications and Experience:
Master’s Degree in Public Health, Development Studies, Social Science, Social Work or a related field. At least 5 years of experience implementing projects related to reproductive health and sexual and reproductive health and rights of women, girls and other marginalised groups are preferred. Experience in project monitoring and evaluation according to a Theory of Change approach. Experience in building and coordinating effective consortium, networks and partnerships. Knowledge of donors such as DFID.

Terms and Location: Fixed term employment till 30 April 2018 based in Nepal Country Office, Lalitpur

Key End Results and typical Responsibilities:

  • Establish a strong portfolio of partners and effective in country platform, and co-ordinate and supervise the project partnership to ensure timely and quality delivery of the project, at all stages of implementation
  • Manage the agreed budget to ensure efficient utilization and timely accountability of funds allocated to the implementing partners, in accordance with grant conditions
  • Develop and monitor the country-level, evidence-based theory of change and detailed annual workplans
  • Support the development of a strong context analysis and ensure it is used to support the design of the in-country programmes
  • Maintain a focus on the conditions required for effective accountability work in addressing Family Planning issues
  • Support project partners to initiate, develop and nurture strong relationships with relevant government ministries, partners, and the wider stakeholders, at district and national level
  • Develop and implement a detailed plan to build the capacity of project partners on programmatic issues including M&E
  • Periodically review the project work plans including, annual plans, quarterly plans and budgets for effective project implementation
  • Provide technical advice to partners on project interventions and development of technical (accountability) tools
  • Support partners to develop a system for capturing, documenting and disseminating project experiences, achievements, lesson learnt and best practice to stakeholders while maintaining project records for accountability purposes
  • Support partners to prepare and submit quality and timely project reports to project stakeholders as per donor requirements and the project monitoring & evaluation plan
  • Organise and hold regular performance review meetings with the project partnership to assess progress and to agree on and communicate any changes in strategy with the key project stakeholders

Knowledge, Skills and Behaviours Required to Achieve Role’s Objectives:

Knowledge

  • Knowledge of donors such as DFID
  • Strong analytical skills and a good understanding of a range of methods for monitoring, evaluation and assessment to promote evidence based learning, including participatory monitoring and evaluation methods
  • Ability to manage and organise complex systems and information, and develop technical spreadsheets for financial and information management
  • Budget management and financial analysis skills
  • Sound knowledge of the project cycle
  • Knowledge of advocacy and social and political accountability programmes (desirable)
  • Understanding of a rights based approach, and meeting the needs of marginalised groups (desirable)
  • Understanding of the sexual and reproductive health and rights (SRHR) of women and girls (desirable)

Skills

  • Excellent interpersonal and communication (verbal and written) skills in Nepali and English
  • Demonstrated ability to meet deadlines
  • Proven computer skills and knowledge of Microsoft software including MS Word processing, Power point presentation, Excel spreadsheets, e-mail and web based research.

Physical Environment and Demands:
Will be based in the Plan Country Office in Kathmandu with frequent travel (50% of time) in the project sites.
