Overall Programme Objective

LISP will improve the ability of Nepal’s local and provincial governments to respond to the demands of citizens for local infrastructure and increase the legitimacy and accountability of local government to their citizens with an emphasis on the empowerment of women. It will create green recovery jobs to stimulate the local economy and build climate resilience.

Purpose of the Role

Under the guidance of the Workplan Manager, the Programme Officer – Local Political Economy’s role will support the LISP TA team in effective programme implementation by recording, verifying, and analysing operational and implementation challenges and insights, including in the areas of governance, procurement public financial management (PPFM), infrastructure, GEDSI, and climate resilience. Acting as a key link between clusters, provincial teams, and central management (Kathmandu and UK), the Officer will identify issues and areas requiring support to Local Governments (LGs), User Committees (UC), and Contractors. The Officer will work closely with clusters, provincial teams, and LISP partner LGs, to resolve coordination and implementation challenges, ensuring smooth and timely delivery of activities.

The Officers will be responsible to call the teams on a daily basis, and recording experiences, achievements, challenges, etc. to cumulate knowledge into a single qualitative database. This will help address the challenge on how to obtain the data needed to mainstream the political economy analysis back into the LISP thinking and to escalate opportunities and challenges quickly. The database will help build an evidence base that will be mined to develop learning, trends, etc., that will, in turn, be used to inform learning. A structured KII approach will be developed for the data collection.

Key Responsibilities

Field Engagement & Issue Identification

Gather and document issues, concerns, and feedback about stakeholders (LGs, contractors, UCs) via phone calls, text messages, emails from cluster staff in Nepali.
Maintain strong relationships with field teams to ensure open communication channels.

Troubleshooting & Coordination

Act as the first point of escalation for field-level technical and operational challenges and insights, including success stories, key lessons, and opportunities for innovation.
Liaise with technical experts, and provincial and central management to resolve issues promptly through the Workplan Manager.
Support implementation of adaptive solutions based on feedback and learning from the Central Core Management Team (CCMT), including from TA leads and MR and Innovation, Evidence and Learning (IEL) teams.

Recording & Reporting

Regular/ frequent communication with cluster teams to record all updates related to LISP TA
Track progress of projects flagged as RED in the Red/ Amber/ Green (RAG) ratings, and follow up weekly.
Provide qualitative insights and anecdotal data to strengthen programme knowledge management.
Prepare concise reports on field findings and resolutions for management review.
Ensure sensitive information is handled appropriately following LISP communication protocols and privacy.

Skills and competencies

Dynamic skills with good IT and writing skills. Capacity and ability to call, record and ask the right questions to draw information from each of the field team members. Ability to talk through day, record notes in a searchable, analysable database. Ability to use Artificial Intelligence (Al) communication tools in Nepali, with the used of AI translation, as needed and the use of AI for analysis.
Excellent analytical skills and ability to identify solutions.
Strong networking and communication skills, capable of relationship-building abilities and maintaining cordial relationships with Province, Cluster and LGs.
Excellent documentation and presentation skills.
Ability to work independently under pressure with minimal guidance and to meet tight deadlines.
Understanding of local governance and infrastructure delivery context.
Proficiency in MS Office and data management tools.
Open to constructive feedback.

Language Proficiency

Excellent command of Nepali and English languages (written and spoken)

Preferred Qualifications

Bachelor’s degree in Civil Engineering, Social Sciences, Development Studies, or related fields.

Professional Experience:

At least 3 years of experience in the area of local infrastructure and government system (desirable).
Experience in field coordination, stakeholder engagement, or programme support roles (desirable).
Demonstrated expertise in working with local government, UCs, and contractors.
Proven experience with quantitative and qualitative data collection and analysis. (desirable).
Proven experience in managing multiple and competing tasks while maintaining quality of deliverables within deadlines. (desirable).
Skill to critically analyse data and produce comprehensive, useful reports to support programme adaptation and decision-making.
Experience conducting interactions/ interviews with Cluster team, LGs, Contractors, UCs and communities. (desirable).
Strong capacity and creativity in leading and facilitating participatory methodologies to meaningfully engage beneficiaries, including UCs, Contractors and receiving their feedback through approaches such as Focus Groups Discussions, community meetings. (desirable).
