Overall Programme Objective
LISP will improve the ability of Nepal’s local and provincial governments to respond to the demands of citizens for local infrastructure and increase the legitimacy and accountability of local government to their citizens with an emphasis on the empowerment of women. It will create green recovery jobs to stimulate the local economy and build climate resilience.
Purpose of the Role
Under the guidance of the Workplan Manager, the Programme Officer – Local Political Economy’s role will support the LISP TA team in effective programme implementation by recording, verifying, and analysing operational and implementation challenges and insights, including in the areas of governance, procurement public financial management (PPFM), infrastructure, GEDSI, and climate resilience. Acting as a key link between clusters, provincial teams, and central management (Kathmandu and UK), the Officer will identify issues and areas requiring support to Local Governments (LGs), User Committees (UC), and Contractors. The Officer will work closely with clusters, provincial teams, and LISP partner LGs, to resolve coordination and implementation challenges, ensuring smooth and timely delivery of activities.
The Officers will be responsible to call the teams on a daily basis, and recording experiences, achievements, challenges, etc. to cumulate knowledge into a single qualitative database. This will help address the challenge on how to obtain the data needed to mainstream the political economy analysis back into the LISP thinking and to escalate opportunities and challenges quickly. The database will help build an evidence base that will be mined to develop learning, trends, etc., that will, in turn, be used to inform learning. A structured KII approach will be developed for the data collection.
