Reporting to   :         Country Director, Nepal 

Duration        :         12 months with possibility of renewal contingent on funding (anticipated start date June 1, 2016)

Base            :          The post is based in Kathmandu with frequent field visits

POSITION SUMMARY  
AmeriCares is seeking a Program Manager to support implementing partners. The key functions of post holders are:  

  • Provide overall technical/managerial support to implementing partners especially in health systems strengthening, WASH, psychosocial support, disaster risk reductions, ensuring good financial and general management of initiatives and timely quality reporting
  • Lead project design and development, implementing partner selections and effective responses to new funding opportunities
  • Provide high level inputs into the planning and implementation, monitoring and evaluation of the projects
  • Establish excellent relationships with central and local government departments, international organizations, other NGO’s and in-country donors, and with support from the Country Director, seeks opportunities to influence policy

For the first three months, the Program Manager will devote approximately 90% of his/her time to co-designing “software” components of a local health system strengthening project targeting rural health posts.  This project planning and design phase will be carried out together with AmeriCares implementing partners specifically in Makawanpur and Dhading Districts.  Key responsibilities during this phase include: 

  • Project design within the core areas of capacity building:
  • Preparedness and risk reduction
  • Reduction of diarrheal disease 
  • Psychosocial support
  • Assessment and baseline survey for the topics of planned interventions (including public health and hazard risk assessment, literature review, focus group discussions, and key informant interviews)
  • Development of a work plan including timeline, milestones and deliverables
  • Prepare program log frame, design, budget, staffing plan, work plan and robust M&E plan with tools and processes for collecting information

After the first three months, the Program Manager will contribute at least 50% of his/her time to the same project within area of expertise.  He/she will facilitate contributions from other AmeriCares technical advisors and regularly monitor activities and results of the projects.  Additional time will include close collaboration with the Country Director to identify new project opportunities and support implementation of additional projects.

OVERALL DUTIES AND RESPONSIBILITIES
The Program Manager will be responsible for managing implementation of AmeriCares recovery program strategy and plans.  

  • Develop, implement and manage programs within the strategic vision of AmeriCares recovery efforts.
  • Ensure programmatic responsiveness to the needs of the survivors of the earthquake disaster, working in conjunction with AmeriCares Nepal team and local partners to build upon partnerships and collaborate with government health authorities.  
  • Ensure compliance with local and international regulatory issues in program development and implementation.
  • Ensure that the project goals align with guidance from Nepal Government as well as international standards and guidelines
  • Ensure programming meets budgeted and timeframe deadlines effectively monitoring expenditures against project budgets.
  • Coordinate activities of the program with AmeriCares Nepal office, reporting to Country Director.
  • Work with partners to ensure timely implementation of planned activities and appropriate expenditure of funds.
  • Ensure adequate reporting is provided and distribute regular reports on all program activities.
  • Conduct regular site visits and troubleshooting with partners to ensure effectiveness of projects.
  • Provide high level inputs into the planning and implementation of monitoring and evaluation of the projects.
  • Represent AmeriCares in the promotion of excellent relationships with central and local government departments, international organizations, other NGO’s and in-country donors
  • Organize and manage consultants carrying out studies, evaluations and research on the projects as required 
  • Identify potential new project funding opportunities and use assessment, monitoring, and evaluation reports to identify potential funding opportunities for priority programmes and projects that fit within the country strategy
  • In case of a disaster in Nepal, work with the AmeriCares Nepal staff and Headquarters to coordinate the delivery of assistance to local partners. 
  • Perform other duties as outlined in the Project plans or necessary to support AmeriCares mission

QUALIFICATIONS 

  • Preference for candidates with advanced degree in Public Health or relevant expertise in one of the following areas: water and sanitation, rural health service delivery, community-based psychosocial support or mental health, community planning and organization in Nepal and/or disaster risk reduction and planning;
  • At least 8 years (or 5 with graduate-level degree) of relevant professional experience;
  • Proven experience in project design, including developing logical/results frameworks and monitoring and evaluation plans;
  • Experience in project management, monitoring, and evaluation;
  • Experience and training in one or more of the following: water, sanitation and hygiene; infection prevention and control; disaster risk reduction/preparedness; mental health and psychosocial services;
  • Experience working in post-disaster or post-conflict settings;
  • Able to operate independently and as a team player;
  • Strong organizational skills and attention to detail;
  • Strong interpersonal and diplomacy skills, ability to relate to government authorities;
  • Strong computer skills;
  • Exceptional inter-personal skills, ability to communicate effectively with NGO and government leaders as well as community members;
  • Proven experience of working holistically and within a multidisciplinary team in the field of rehabilitation and recovery;
  • Professional proficiency in Nepali and English (written and verbal) required;
  • Residency in Nepal is required;
  • Bachelor’s degree is required, graduate degree (MPH, MA in Disaster Preparedness/Risk Reduction) preferred.
