Job Description

Duty Station : SNV Nepal Country Office (Kathmandu)
Donors : UK Aid (DFID), DFAT 
Contract period : Initial 1 year contract with possibility of extension depending on the performance and upon the availability of donor funds.
Expected Start date : Before 15th February 2017

Position Responsibilities

The SSH4A Programme Leader will primarily be responsible for achieving the results as stipulated in the two contracts by implementing the two multi-country donor-funded SSH4A projects with quality as per the defined programme processes and required project deliverables and results. S/he will work strategically for SSH4A programme development while focusing on fulfilling both contractual requirements.

The Programme Leader will work within the wider WASH Sector Framework of SNV Nepal as well as the country programme as a whole and therefore require strong coordination and a cooperative attitude with other projects, sectors (Agriculture and Renewable Energy), and country support and management team. The Progamme Leader will implement project activities in a resource efficient manner that maximize synergies within the SSH4A programme as well as with other projects and sectors. S/he will support activities and tasks for mobilizing resources for the WASH sector as a whole. 

For project implementation, the Programme Leader will undertake all project cycle management processes, including planning, budgeting, monitoring, reporting, evaluation, and integrating learning for strategic development for the two WASH projects and the WASH sector as a whole. S/he will regularly communicate with the respective multi-country project managers regarding project progress and results. S/he will be responsible for supporting the district teams consisting of multi-disciplinary SNV Advisors and local partners, creating an enabling working environment, and carrying out their targeted capacity building to ensure quality and timely project implementation. In this, the Programme Leader will work in coordination with the technical support team in Kathmandu.  

The Programme Leader will use learnings from studies, assessments and practice to support national sector learning processes, representation at international forums, SNV product development, and inputs for strengthening of the two multi-country projects. S/he will actively participate in relevant regional and nation forums, events, and working groups and provide technical support to district, regional, and national level stakeholders.

The Programme Leader will work actively for external representation and programme profiling through coordination and networking with other development partners, INGOs, and the government; facilitating donor visits and linkages; and positioning of SNV as an effective development actor.  S/he will also work as a pro-active team member within the SNV multi-country project teams. 

The position Programme will directlybe reporting to the WASH Sector Leader and need to manage advisors who are in different project’s implementing districts..

Minimum Requirements

Demonstrable Experience

  • Bachelor degree in Engineering, WASH, Environmental Health, Public Health, or Rural Development.  Masters degree is desirable.
  • 7-years experience in WASH Sector
  • 5-years experience in project cycle management processes
  • 5-years experience of staff supervisory role experience
  • 2-years experience of managing local NGOs
  • Experience of working with INGOs or bilateral international organizations
  • Experience of engagement with donors and international forums 
  • Experience in concept/proposal development is desirable
  • Experience with integrating cross cutting themes of GESI, pro-poor, and environment sensitive programme development

Skills

  • Fluency in written and verbal English and Nepali
