LOCATION:  National Centre for AIDS and STD Control (NCASC), Kathmandu

ROLE PURPOSE:

We reached over two million populations and invested over 36 million US  dollars in 2014 to reach more children than ever before, through programmes in Health, Nutrition, Education, Protection and Child Rights and Governance, Livelihood, HIV and AIDS,  and Humanitarian crises.

Under the direct supervision of the Project Manager – Global Fund of NCASC and in close coordination with Focal Person at NCASC, the Programme Coordinator – Treatment, Care and Support will be responsible for programme planning, implementation and monitoring of HIV treatment, care and support related activities of National HIV/AIDS programme.


KEY AREAS OF ACCOUNTABILITY:

  • Assist the NCASC programme team in planning, implementation and monitoring of Treatment, Care and Support related activities including OST and TB/HIV of National HIV/AIDS programme.
  • Work with NCASC programme team and other implementing/technical partners in developing and updating national guidelines, standard operating procedures, training curriculum and technical materials for supervision and monitoring.
  • Participate in regular field visits as deemed necessary to support technical monitoring and troubleshooting in order to facilitate quality treatment, care and support services.
  • Liaise and maintain regular good working relations with concerned technical units/departments of Ministry of Health  and Population, other governmental institutions and technical partners with a view to facilitate the HIV treatment, care and support activities.
  • Provide on-site clinical training to medical officers on the treatment of HIV cases according to the national guidelines, including adult and pediatric ART, OST and the treatment of tuberculosis and other opportunistic diseases. 
  • Promote and encourage clinicians to do HIV-related operational research.
  • Participate in all relevant HIV Technical Working Group and provide technical inputs as per the need. 
  • Organise and facilitate HIV treatment, care and support related trainings.
  • Ensure all ART, OST and TB/HIV sites submit routine reports to NCASC using standard reporting templates.
  • Review all periodic programmatic reports submitted by relevant SDPs and provide feedback if required before consolidating and prepare single programme report for Save the Children.
  • Support PSM team in quantification of medicines and health products. 
  • Liaise and coordinate with NPHL and other laboratories for smooth functioning of CD4, Viral Load testing and analysis of test reports.
  • Work closely with other programme team members to complete the Global Fund activities within the given deadlines. 
  • Any other duties or assignments as requested by the Project Manager – Global Fund, relevant Programme Focal Person and Deputy Director of NCASC.

 

QUALIFICATIONS AND EXPERIENCE

  • Master's degree in Public Health or related field
  • At least 3 years of experience in Public Health preferably in HIV programme management at national level. 
  • Proven experience of working with government in national level health programme/project and multi-/bi-lateral agencies or international organisations. Experience of working in a team for bigger grants will be an asset. 
  • Understanding of the working procedures of the Government as well as of external development partners (EDPs) will be considered a huge advantage.  
  • Experience in coordination and liaison with different partner agencies.
  • Willingness to travel clinics and hospitals throughout the country
  • Ability to analyse and interpret data and write reports.
  • Ability to work under pressure. 

Other Competencies:

  • Thorough understanding of HIV programme in developing countries.
  • Excellent analytical and synthesis skills.
  • Good communication and negotiation skills.
  • Prepared to spend time in the field with district health offices and other partners.
  • Excellent computer skills (MS Office and statistical software).
  • Understanding of logistics management, financial management and budgeting of development programme desirable.
  • Excellent language proficiency in English and Nepali.
