Job Description

Reporting to    :           Country Director, Nepal 

Duration         :            6 months with possibility of renewal contingent on funding (anticipated start date 15 May)

Base             :            The post is based in Kathmandu with frequent field visit

Key responsibilities

1. Provide adequate technical support, monitoring and supervision of construction/rehabilitation works and verification of standards to ensure the quality of health facility building works in selected health facilities in Dhading and Makawanpur districts 

  • Study and review the design, specifications and construction standards of the approved projects and ensure they meet all standards of the Government of Nepal
  • Ensure that partners are following the MOH construction guidelines and directives to ensure the structural quality and quantity of work
  • Carry out the technical supervision before the start of construction activities in all project sites to ensure the building and other amenities are executed according to agreed plans
  • Technical support to implementation partners to prepare detail work schedule of individual projects
  • Conduct regular supervision of project sites to ensure quality construction work according to contractually agreed design and BOQ until project finalization
  • Ensure BOQ is accurate according to availability of materials to monitor efficient use of resources by AmeriCares and implementing partners
  • Conduct the quantity and quality verification works to ensure the adequacy and strength of foundations, concrete or steel during construction
  • Support in officially handing over the completed health facilities to respective Community Health Committees after ensuring the quality and standard as per approved project documents

2. Backstopping to partners’ technical staff

  • Provide technical support to implementing partners to strictly follow the MOH approved design & BoQ as well as construction specifications 
  • Provide adequate technical backstopping/feedback to partners’ engineer especially in construction design
  • Support and monitor partner’ procurement committees during bid analysis to provide technical advice on the suitability of bids in reference to the predetermined bill of quantities
  • Approves structural progress by conducting inspections at critical phases

3. Coordination and reporting

  • Coordinate regularly with all project partners, including international engineering consultants, to get necessary technical input on structural design, project implementation and joint supervision
  • Coordinate with technical focal person of implementing partners to get updated on work progress in field  
  • Provide monthly/quarterly updates on construction activities in terms of both physical process and quality of construction to AC and any other partners 
  • Represent AC by attending in public meetings with stakeholders in project districts 
  • Prepare monthly technical progress report and submit to Country Director

4. Additional

  • In case of a disaster in Nepal, work with the AC Nepal and Headquarters staff to coordinate the delivery of any assistance to local partners or beneficiaries 
  • Perform other duties as outlined in other project plans for AC or as necessary to support AmeriCares mission

QUALIFICATIONS  

  • Advanced degree in Civil Engineering with specialization in building design and construction as well asample knowledge of prefab structure and slope stabilization; 
  • At least 5 years of relevant professional experience;
  • Proven experience in structural design, retrofit in structure and technical supervision of construction;
  • Experience working in post-disaster or post-conflict settings;
  • Able to operate independently and as a team player;
  • Strong organizational skills and attention to detail;
  • Strong interpersonal and diplomacy skills, ability to relate to government authorities;
  • Strong computer skills;
  • Exceptional inter-personal skills, ability to communicate effectively with NGO and government leaders as well as community members;
  • Proven experience of working holistically and within a multidisciplinary team in the field of rehabilitation and recovery;
  • Professional proficiency in Nepali and English (written and verbal) required;
  • Residency in Nepal is required;
  • Bachelor’s degree in Civil Engineering is required, graduate degree (Master’ degree in Civil Engineering) preferred.
