Role Purpose

The Program Coordinator - MNCH is responsible for providing strategic, technical and managerial support and leadership for MNCHN project in Baitadi district and report to the Regional Program Manager. S/he holder will work in close collaboration with Regional Health Directorate (RHD), District Health Office (DHO) and Health Facilities (HFs) for effective and timely planning, implementation, monitoring and reporting of planned activities. In addition, s/he is responsible for providing technical, programmatic and managerial support to partner NGOs. S/he will also support government health system in strengthening national maternal and child health programs such as Safe-motherhood, CB-IMCI, CB-NCP and MIYCN.

S/he will work in a team and represent the project at regional and district level in different forums, meetings and consultations on policy and technical issues related with projects as per requirements. S/he will work with close technical and programmatic support of SC CO Kathmandu health and nutrition team. S/he ensures the regular monitoring of key process indicators, alignment with refinement of the packages, related training content, and support to behaviour change communications, coordinate with relevant stakeholders for sharing of lessons learnt for consistent uptake by other stakeholders. Furthermore, s/he works in close coordination with other projects and team in the district and region.

Term and Location: Fixed term position from November 2014 till June 2016 based in Baitadi under Far Western Regional Office (FWRO)

Required Qualification: Medical Doctor, Bachelor’s Degree  in Public Health or Nursing (MBBS, BPH, BN, B.Sc. Nursing) with minimum 3 years experience in implementing MNCHN projects/programs of I/NGOs at district level; Preference will be given to candidates with Master's degree in Public Health (MPH) with at least 1 year of relevant experience

Key Areas of Accountability

Over all responsibilities

  • Ensure timely planning, implementation, regular monitoring, evaluation and documentation/reporting of the MNCHN project in Baitadi
  • Support in day-to-day operations and management of each activities of the project components - ensuring coordination between the team members in different components - to ensure that all components are in tandem
  • Support Sr. Coordinator to manage the project (interventions and finances) in line with the approved project documents with close support from Regional Program Manager, FWRO and Program Manager - Health & Nutrition, CO and ensure quality results
  • Monitor the financial expenditure regularly and ensure adequate burn rate of the project funds with support from finance department and support Sr. PC in preparation & sharing of monthly project tracking report, quarterly financial report, semiannual and annual donor report.
  • Manage external and internal visits to the SC Norway MNCHN project
  • Liaise with government counter parts like RHD, DPHO and HFs and ensure the good and functional coordination & collaboration of DPHOs and other stakeholders to ensure enabling environment for the project execution.
  • Proactively identify other actors working on to improve MNCHN situation and develop collaboration with them (particularly with other agencies executing related projects) to create synergies and deliver better results
  • Coordinate closely with other projects and team in the region and district so as integrate and address the issues of MNCHN 
  • Represent MNCHN SC Norway project at district and regional levels
  • Support H& N team in development necessary tools for LQAS surveys, Operational Research and regular monitoring

Technical Support to Health Facility Assessment for renovation and equipment supply 

  • Design, test and finalize Health Faculty assessment tools in close consultation with Sr. PC, Technical Supervisor and H&N team 
  • Support /Facilitate technical supervisor in designing and monitoring of construction and renovation activities of birthing centres

Technical Support to Maternal, Newborn, Child Health and Nutrition program

  • Provide technical support for the quality planning, implementation and monitoring of Safe-motherhood, CB-IMCI, CB-NCP, MIYCF program with DHO government counter part 
  • Support GoN in planning and conduction of Integrated review of maternal and child health programs
  • Provide technical support to statistical section for district progress monitoring and trend analysis
  • Provide technical support to district while implementing revised HMIS tools 
  • Support District Health office to test the revised IMCI protocol and training package and M & E materials in districts 
  • Plan, conduct, follow-up and monitor training program such as MIYCN, CB-NCP and SBA
  • Conduct the review of the M & E indicators of CB-NCP to integrate into the national MIS
  • Advocate and support and for integration of national Maternal, Newborn and Child health program

Documentation of Maternal, Newborn, Child Health and Nutrition in Nepal

  • Support Sr. Coordinator, Program Manager and Technical Advisor, Health and Nutrition to do the documentation of maternal, newborn and child health in Nepal
  • Prepare case-stories and success stories of the MNCHN project in Baitadi

Local partner mobilization for Behaviour Change Communication

  • Support to H& N team to develop concept note of BCC activities through NGOs mobilization based on Operational Research concept
  • Develop BCC messages and activities according to local context
  • Work with District Health Office, local health facilities, FCHVs, community mobilizers and Mother groups for implementation of SBCC activities

Strengthening of local governance

  • Capacity building of Health Facility Operation and Management Committee for Quality improvement in MNCHN services of selected Health Facilities

Occasional Significant Duties

  • Supporting Save the Children’s dual mandate of development programs as well as being the leader in emergency preparedness and response for children.
  • Organize and manage technical and programmatic inputs for the MNCHN program partners and consultants so as to ensure smooth operations and ownership of the program by in-country counterparts and partners
  • Develop annual work plans

Knowledge, Skills and Experience

  • Ability to conduct survey and research and design/draft proposals
  • Ability to mentor and provide on-site coaching to health workers in government facilities. 
  • Ability to initiate and adopt innovations in the program
  • Excellent coordination, communication and interpersonal skills to work closely with multi-partners specially government
  • Ability to work in remote, complex environment with multiple tasks, short deadlines & intense pressure
  • Proficiency in writing technical and programmatic reports that document program directions and results
  • Strong proficiency in computer application (Microsoft Office, data management and graphic designing)
  • Good written and spoken skills both in Nepali and English
