Job Description

PROJECT: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Nepal

General Summary and Background

The purpose of the USAID Global Health Supply Chain (GHSC) – Procurement and Supply Management (PSM) project is to ensure uninterrupted supplies of health commodities in support of US Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities

Purpose 

The project is supporting the improvement of central and provincial pharmaceutical warehouses operated by the Ministry of Public Health/Department of Health Services and Province Health Logistics Management Centers. This includes procurement and installation of modern warehouse racking and material handling equipment.

The Procurement Specialist is responsible for managing large-scale local procurement of warehouse racking and handling equipment. The Procurement Specialist will work with in-country and US-based technical staff and the project’s Administrative Officer to document specifications and bills of materials, to identify potential suppliers and manage the procurement process including installation and handover to government counterparts. This is a long-term position based in Kathmandu, Nepal. We are looking for individuals who have a passion for making a difference in the lives of the people of Nepal. 

The Procurement Specialist supports the local procurement and related administrative functions of the project.

Principal Duties and Responsibilities 

Office Equipment and Service Procurement (75%)

  • Work with Operations team, Health Systems Strengthening (HSS) team, and Administrative Officer to plan, organize and manage local procurements of durable goods including warehouse equipment, customs clearance procedures (if required), contract management, and handover to government counterparts in collaboration with project leadership. 
  • Consult with Technical Director, the Health Systems Strengthening team, technical advisors at project headquarters in the US, and key Government counterparts about sourcing strategies, supplier outreach, and procurement.
  • Maintain strict compliance with USAID and Chemonics policies and procedures.
  • Monitor supplier performance and deliverables to ensure timely service.
  • Prepare PAR and draft all procurement documents (i.e., Blanket Purchase Agreements, Purchase Orders, Subcontracts, RFQs/RFPs, and Evaluation formats) creating bid requests, purchase orders, selection and negotiation memorandums, hand-over documents and other required documentation, and to scan and upload all documents into the project’s management information system.
  • Draft and proof RFQ/RFP packages to ensure conformity with applicable procedures for review.
  • Assist, participate in and/or witness evaluation panels for significant procurement actions.
  • Receive proposals and applications and oversee the evaluation process. 
  • Draft for review, comment and prepare negotiation memorandums to ensure that all FAR specified topics are fully and competently addressed.
  • Draft Negotiation Memos and process vendor payments to finance.
  • Support in managing the subcontracts, including invoices, administration performance, and management of physical and electronic files for procurement.
  • Properly record the solicitation files (hard-copy and digital) to ensure that all required documentation is on-hand and in audit-ready condition. 
  • Record all subcontract documentation including tracking what has been received, what is still outstanding, and filing documents as needed.
  • Prepare all necessary pre-award and solicitation documents for subcontracts.
  • Assist in the negotiation of subcontracts, claims, and termination settlements.
  • Maintain relevant internal databases and files; keep track of contractual agreements.
  • Maintain tracking systems such as procurement and approvals; collect and review proposals/quotations from bidders and potential vendors and provide information and support to evaluation panels for non-technical procurement. 
  • Performs other duties as required by the Operations Manager or his/her designee.  

Commodity Procurement support (25%)

  • Support the procurement of Family Planning and HIV programs 
  • In close coordination with Commodity security Advisor ensure timely entering of ROs in ARTMIS
  • Ensure timely availability of all required documents to obtain Waiver from the Mission
  • Ensure seamless coordination with 3PLs to clear commodities from customs 
  • Work closely with Commodity security Advisor in coordinating commodity procurement and delivery for TO1 and logistics 
  • Prepare and update commodity trackers as needed
  • Prepare all required e-mails and communication for Country Director to share with stakeholders as needed. 
  • Ensure commodities are delivered to recipient and proper documentations are available.
  • Perform any other administrative tasks assigned by supervisor to ensure efficient and smooth support to the project.

Qualifications, Skills and Experience:

  • The applicant must hold a Diploma in Logistics, Business Administration, Management, Administration, or other relevant field; Bachelor degree or professional certification (e.g CIPS or APICS) is preferred.
  • At least five (5) years of relevant professional experience with significant experience in procurement and related administrative duties. 
  • Experience on USAID-funded development programs with high volume of procurement and
  • thorough knowledge of Federal and AID Acquisition Regulations (FARs and AIDARs)
  • ls highly desired.
  • Must be knowledgeable on USAID rules and regulations that relate to procurement.
  • Excellent computer skills, computer software programs, including MSWord, Excel, and
  • PowerPoint.
  • Excellent interpersonal skills. Ability to coordinate well with personnel within and
  • outside the project, meet deadlines, and work with minimal supervision.
  • This is a local position for Nepali nationals with required fluency in English and Nepali 

Level of Effort and Location 

This is a long-term position and will be based in Kathmandu, Nepal.  

Supervision 

The Procurement Specialist will report to the Operations Manager or his/her designee.
