Purpose: Under the leadership of Administration Manager, the Procurement Officer will primarily be responsible for the procurement of goods and services in accordance with operation manual. She/He will deliver wide procurement and logistics services, provide guidance, advice and support to ensure procurement processes are effective, efficient, and ethical ensuring value for money and transparency practices in line with Plan procurement policy and procedure.

Term and Location: 3 years fixed term employment based in Nepal Country Office, Kathmandu.

Required Qualifications & Experiences: Masters Degree in Business Administration / Public administration or equivalent relevant. At least 3 years of work experience in the area of procurement function and general administration, fixed asset management and dealing with government. INGO work experience preferred.

Key End Results and Typical Responsibilities:

  • Support the Admin Manager in implementation, monitoring and compliance of procurement guidelines/policy as per operation manual
  • Undertake, complete and assist in procurement of goods/services in a timely manner and correctly process in SAP
  • Coordinate with procurement committee for evaluation of bids/ quotation, obtained approval and process timely
  • Provide trainings to procurement committees/ Admin team at CO & PU regarding procurement policies and procedures, technical specifications, pricing and product/service availability, as well as appropriate substitutes or alternative options to reduce costs
  • Plan and monitor quality of work output, reviewing all procurements prior to execution for appropriateness, completeness, accuracy and delivery
  • Provide excellent customer service with professional manners ensuring procurement processes are perceived by the supplier/service providers as fair, open and ethical
  • Develop and maintain a good working relationship with vendors/suppliers and Government agencies/Ministry as appropriate
  • Develop, update and maintain the vendor/supplier list with details in SAP identifying product sources and evaluate vendor performance based on the quality, prices and delivery
  • Ensure and maintain capitalized assets register with separate inventory register for all low value assets as per operational manual/ CMT decision
  • Ensure periodic physical verification and submit report
  • Ensure insurance of assets are up to date and cover all probable risks as per management decision
  • Ensure periodic repair and maintenance of assets and its disposal following the operation manual
