Policy and Advocacy Specialist – 1 position

The policy and Advocacy Specialist will work to achieve the objectives outlined in the 6 month Advocacy Plan for the Plan Nepal Earthquake Response. This will include identifying and influencing key advocacy targets, producing robust, evidence-based public policy, and supporting programme specialists to undertake sector- specific advocacy where strategic. The Policy and Advocacy specialist will be expected to undertake continual analysis of the policy and advocacy landscape and amend strategies and tactics as needed. She/He will also be responsible for expanding the 6 month plan to cover year, bridging relief and recovery issues.

 

Terms & Location - Fixed term employment for one (1) year, based at Nepal Country Office, Lalitpur with travel to response areas.
 

Key Responsibilities:

  • Deliver impactful influencing of key targets in support of Plan Nepal’s earthquake response programme, positioning Plan as a thought leader and expert organization in priority child rights emergency relief and recover issues
  • Produce policy and advocacy materials on priority issues that can be used nationally to influence identified targets in government. UN agencies, donors, and other civil society stakeholders
  • Maintain relationships at national level to gather intelligence and collaborate on policy and advocacy where strategic
  • Communicate regularly with thematic specialists and the communication team to ensure integrated and mutually reinforcing strategies
  • Continually assess the external policy and advocacy landscape and adjust strategy and activities as needed

 

Core Qualifications & Experience:

  • Master’s Degree in Development-related field, preferably International Human Rights, Social Sciences. Development Studies, Gender & Development, Political Science, and Public Administration
  • At least five (5) years of relevant work experience in developing and implementing policy and advocacy strategies national or international level
  • Experience in rights-based approaches to development
  • Understanding of the structures, processes and trends in the Nepali political system
  • Capacity to produce evidence- based, robust public policy recommendations and positions
  • Demonstrably strong verbal and written English and Nepali Language communication, presentation and persuasion skills
  • Operate in a high-pressure emergency response environment with professionalism

 

Physical Environment and Demands:

  • Able to work in difficult circumstances (disaster areas, etc.)
  • Work with multi-culture and multi-lingual staff/team members
