Position Description

Under direct supervision of the Program Manager the Planning, Monitoring, Evaluation and Reporting (PMER) officer will be responsible to collect, compile, verify, analyze, and update information of all the program, collected from community in a way that provides accurate and valid information and database. Provide necessary support for periodic baseline, evaluation, and monitoring process in the assigned program areas and to improve the quality of programs and information management through improved monitoring and accountability system in the program areas.

Major Responsibilities

Planning:

  • Support on Qatar Charity (QC) planning process to develop quality plans for the operation, ensuring engagement and compliance from all management, technical and support teams to a results-based and adaptive process,
  • Ensure compliance with QC standards for planning,
  • Modify and adapt available program log frames based on context,
  • Develop log frames as needed and in coherence with the proposal themes,
  • Provide technical support to the implementing partner and QC teams to ensure quality plans (e.g., design of the Log frame and indicators) and support different partners to bring together a coherent and high-quality plan of action.
  • Ensure that PMER is well represented and supported in the operational planning and budgeting and in operational management.

Monitoring:

  • Support to update beneficiaries’ information regularly in QC system to track all project beneficiaries, 
  • Monitor project activities, and produce and submit monthly report,
  • Carry out quality outcome and quality monitoring and submit reports, 
  • Facilitate corrective actions based on the monitoring findings and update in the system,
  • Maintain project database including relevant documents and reports,  
  • Compile, analyzes and present the key findings of monitoring in regular meetings,
  • Provide necessary guidance to Social Mobilizers for accurate data collection,
  • Follow up project teams to implement recommendations and follow up actions provided after the monitoring,

Evaluations & Learning:

  • Collect secondary data from various sources in working districts and municipalities for the purpose of assessments, baseline survey and evaluations- as per requirement of Qatar Charity. 
  • Support on coordination, communication and getting necessary approval from local government authorities regarding baseline surveys, evaluations, and special research/studies 
  • Provide necessary field support including communication to the respondents, arranging meetings, interviews and focus groups discussions for monitoring visits and evaluations/ field studies 
  • Provide necessary information to project team during the time of DPAC (district project advisory committee) meeting.
  • Support project teams to draw key learning, good practices, and significant case stories from and share with senior management of organization.\

Reporting: 

  • Revise and Update reporting processes, templates, and systems of QC. 
  • Consolidate and analyze program data in order to generate periodic reports such as situational reports, activity-specific reports, etc.
  • Follow-up on reporting deadlines and provide timely, accurate and high-quality reports for concerned internal and external stakeholders.
  • Prepare reports as needed, especially in QC emergency responses.
  • Support program teams, as needed, with the adaption of specific reporting tools for consistent and quality reporting.
  • Undertake occasional field visits to QC working areas to monitor the capacity of the reporting officers at a center level, as well as to support partners with reporting tools and skills.
  • Maintain good communications with implementing partners, social mobilizers, and QC teams to ensure reports are informed by accurate and relevant information.

Accountability:

  • Facilitate beneficiary selection criteria including Most Vulnerable Children and Adult
  • Establish and operate information provision system on key aspects of the project (such as sharing key message on Technical Program to communities and stakeholders, message on community feedback and response mechanism, beneficiary selection process and criteria etc.)
  • Establish and operate community feedback mechanism ensuring response and appropriate actions on the feedback and complaints raised from community that are under the responsibilities of partners as per prescribed feedback handling guidelines
  • Refer all feedback and complaints to QC on timely basis to make response and take action if they are directly associated with QC, its staff and operation.
  • Provide monthly report on accountability including feedback and response status to Field MEAL Specialist using prescribed format of QC

General

  • Carry out additional responsibilities as assigned by supervisor, including administrative and planning functions

Competencies:

Academic Qualification and Experience

  • Master’s degree in social science or development studies in the field relevant to M&E
  • At least 4 years of experience working with I/NGO in the field of monitoring, evaluation, and accountability sector.

Sector Knowledge, Skills & competency:

  • Data collection methodologies – qualitative and quantitative
  • Effective written and oral communications skills including presentation and reporting skills
  • Computer and Technology literacy; Good computer skills including Word, Excel, PowerPoint,
  • Ability to work under pressure
  • Develop tools to collect the information against indicator
  • Demonstrate collaboration & team building skills
  • Confidence to represent in district, government, and other line agencies
  • Program logic, indicators, M&E plan
